City Council Preview: Monday, June 12, 2017


With the fun and whirlwind of activities of Seafest behind them, City Council members will return to work on Monday evening with the first of two Council sessions for the month of June.

When Council members gather Monday at 7 PM, they'll first receive a delegation from Pembina Pipelines, who will provide an update on their plans for an LPG shipment terminal at Watson Island.

Housing issues will also be a feature of Monday's session, as Council members will be reviewing a pair of zoning issues related to some proposed seniors housing projects in the city.

Council will also put the finishing touches to the six month long financial overview process, with the City's Financial Officer set to provide the Statement of Financial information for 2016, as well as the City's Annual Report for the last year.

The Fire Chief will make a presentation seeking to add Sky Lanterns to the banned list of the city's fireworks regulations.

Council will also hear some background on the upcoming Civic Recognition Awards ceremony planned for Canada at Mariner's Park.

Council also will host a Public Hearing on Monday, offering the public Opportunity to comment on the proposed re-purposing of the old Neptune Inn Motor Hotel into a seniors housing facility.

Monday will also see the Council members host a Closed Session on the night, the advisory to the City website noting the following criteria for closing the doors:

90.1 (a) personal information about an identifiable individual who holds or is being considered for a position as an officer, employee or agent of the municipality or another position appointed by the municipality; and (b) personal information about an identifiable individual who is being considered for a municipal award or honour, or who has offered to provide a gift to the municipality on condition of anonymity.

The Regular  Council session starts off for the evening with the adoption of agendas and minutes.

Petitions and Delegations 

Presentation from Joel Zaleschuk Senior Manager and Allan Brienink, Consultant for Pembina Pipeline Corporation -- providing some background on their proposed development for Watson Island

Report from the City Planner -- Application for Development Variance Permit for a property on Green Street -- Mr. Krekic will outline some background related to the proposed Seniors residence on the east side of the city. (Page 11 of the Agenda Package)

Report from the Chief Financial Officer  -- Ms. Corinne Bomben the City's CFO will provide the 2016 Statement of Financial Information  (Page 20 of the Agenda Package)

Report from the Chief Financial Officer -- Ms. Bomben will also present the City's Annual Report for 2016 (page 64 of the Agenda Package)

Correspondences for Action

Council will review a correspondence from the Prince Rupert Special Events Society related to the Civic Recognition Awards to take place at the 2017 Canada Day Festival at Mariner's Park (Page 128 of the Agenda Package)

Resolutions from Closed Meetings,

Bylaws mark the next item of the Agenda on the night.

Council will receive a report from the Fire Chief seeking an amendment to the Fireworks Regulation to include the banning of Sky Lanterns (Page 129 of the Agenda Package)

Report from the City Planner on the proposed conversion of the Neptune Motel -- With Council having held a Public Hearing earlier in the evening, the Council members will be asked to give Third Reading to the Community Plan Amendment Bylaw and the proposed zoning amendment. (Page 132 of the Agenda Package)

Report from the City Planner on a proposal to permit Senior Multiple Housing project at 700 Green Street. -- Council will be asked to provide second reading of the Quality of Life Official Community Plan amendment Bylaw and Zoning Amendment Bylaw. (Page 136 of the Agenda Package)

The evening then moves on to Additional Items 

The evening will come to an end with Reports, Questions and Inquiries from Members of Council.

Council members can also take advantage of the period to offer up any items or concerns that they have for consideration on the night.
