City Council Preview, Monday, February 24, 2014
Prince Rupert Council meets for their second session of February this evening, with a fairly basic itinerary ahead for the night.
But the public session won't take place before Council addresses a few items on the Agenda of the seemingly now mandatory Closed Session.
The notice for the February 24th version of the Closed Session provides for two topics for discussion, neither of which Council feels can be discussed in open session.
Personal Information about an identifiable individual who holds or is being considered for a position as an officer, employee or agent of the municipality or another position appointed by the municipality.
The acquisition, disposition or expropriation of land or improvements, if the council considers that disclosure could reasonably be expected to harm the interests of the municipality.
When Council is finished with its Closed Session business, they will then reconvene a 7 PM for their Regular public session. An evening which features a number of reports, recommendations and By Law considerations on the night.

As usual the public part of the evening begins with Council reviewing the minutes of past meetings and then receiving any petitions and delegations, giving way to any unfinished business and resolutions from closed meetings.
Reports and Recommendations are next.
The first being a Report from the City Planner on the application for a Develop Variance Permit for a property on 7th Avenue East (Page 10 of the Agenda)
The next item on the list is a Report from the Engineering Coordinator with details on the contract awarded for Swimming pool renovations (Page 18 of the Agenda)
Also to be delivered during the Reports and Recommendations session will be a Report from the Deputy Corporate Administrator regarding the Alternate Approval Process and the announcement that the City has obtained the assent of the electors on the Municipal Boundary Expansion proposal (See page 20 of the Agenda)
Financial Matters are next on the Reports and Recommendations agenda.
The first a report from the Chief Financial Officer on the 2014 Five Year Financial Plan and Property Tax Bylaws Process (Page 23 of the Agenda)
The final report, also from the Chief Financial Officer will feature a 2014 Budget Presentation (Page 25 of the Agenda)
Requests and then Correspondences for Action are next on the Agenda for Monday.
With a Proclamation Request from Claude Gravelle, MP seeking support for a National Dementia Strategy ( Page 30 of the Agenda)
Those items are followed by a review of the Bylaws of the evening, Where Council will be asked to address a pair of Bylaw amendments.
They then will be asked to adopt the Non-Motorized Wheeled Conveyance Helmet Bylaw (3343,2014) (Page 32 of the Agenda)
The Second Bylaw is that of a Zoning Amendment Bylaw No. (3344,2014) -- With Council being asked to introduce and give First reading to the City of Prince Rupert Amendment Bylaw 3342, 2014; and instruct staff to commence the referral process and Public Notification. The Bylaw is in regard to a proposal to develop an 11 unit townhouse complex at the end of Graham Avenue. (Page 35 of the Agenda)
Any additional items then will be discussed, followed by the City Manager's Report.
The evening wraps up with Reports, Questions and inquiries from Members of Council, as well as the Mayor's Report, which is then followed by adjournment.
Council next meets in Regular public session on March 10th.
