City Council Preview, Tuesday, February 11, 2014
Prince Rupert Council meets for their first session of February this evening, the Family Day weekend behind them and a fairly interesting session ahead.
Though a quick glance at the night ahead suggests that the more intriguing of items appear to be those on the Agenda of the seemingly now mandatory Closed Session.
The notice for the February 11th version of the Closed Session provides for five topics for discussion, none of which Council feels can be discussed in open session.
Information about an individual who is being considered for a municipal award, honour or has offered to provide a gift to the municipality on condition of anonymity.
The acquisition, disposition or expropriation of land or improvements, if the council considers that disclosure could reasonably be expected to harm the interests of the municipality.
Litigation or potential litigation affecting the Municipality.
Negotiations and related discussions respecting the proposed provision of a municipal service that are at their preliminary stages and that, in the view of council, could reasonably be expected to harm the interest of the municipality if they were held in public.
Discussions with municipal officers and employees respecting municipal objectives, measures and progress reports for the purposes of preparing an annual report under section 98 (Annual Municipal Report)
All in all, a wide ranging list which may take up more of council's time on Tuesday, than those items on the Regular Agenda for the night.
When Council is finished with its Closed Session business, they will then reconvene a 7 PM for their Regular public session. An evening which features a number of reports, recommendations and By Law considerations on the night.

Council will review the minutes of past meetings and then receive any petitions and delegations, giving way to any unfinished business and resolutions from closed meetings.
Reports and Recommendations are next.
The first being a Report from the City Planner on the application for a Develop Variance Permit for a property on 7th Avenue East (Page 11 of the Agenda)
The next item on the list is a Report from the Chief Financial Officer regarding Community Enhancement Grants (Page 19 of the Agenda)
The final item from the Reports and Recommendations session will be a Report from the Building Inspector and the Corporate Administrator regarding the removal of shipping containers beside a business on Third Avenue West (See page 21 of the Agenda)
Requests and then Correspondences for Action are next on the Agenda for Monday.
They are followed by a review of the Bylaws of the evening, Where Council will be asked to Adopt a pair of Bylaw amendments.
Council will be asked to adopt the Recreation Commission Bylaw (3342, 2014) (Page 25 of the Agenda)
They then will be introduce a Non-Motorized Wheeled Conveyance Helmet Bylaw (3343,2014) (Page 31 of the Agenda)
Any additional items then will be discussed, followed by the City Manager's Report.
The evening wraps up with Reports, Questions and inquiries from Members of Council, as well as the Mayor's Report, which is then followed by adjournment.
Council next meets in Regular public session on February 24th.
