City Council Preview, Monday, July 20, 2015


With City Council working its summer schedule, tonight marks the only scheduled Regular Council session for the month, an evening which also provides for a Committee of the Whole session and the opportunity for residents of the city to appear at council and ask questions of the city's elected leaders.

A number of presentations and zoning issues will also be considered among the Agenda items on the evening.

One item that won't be on the to do list for the evening however, is the previously scheduled Public Hearing regarding a Zoning Bylaw for the Saskatoon Avenue area, that hearing was cancelled by staff last week.

However even without a Public Hearing, it should still be a fairly busy Monday evening for the city's elected officials, which will actually get its start with a Special Closed Session of Council  at 5 PM earlier in the evening.

The session that is closed to the public will consider one item:

Consideration of items relating to one or more of negotiations and related discussion respecting the proposed provision of municipal services that are at their preliminary stages and that, in the view of the council, could reasonably be expected to harm the interests of the municipality if they were held in public

Below we'll highlight the different elements of this evenings work from the Regular session Agenda, for further background on each item, the page number from the Agenda is listed in red.

The Committee of the Whole portion of the evening leads off the evening, with a presentation from the City's Financial Officer who will be available to take questions from the public regarding the 2014 Annual Report Public Comment period.

The Regular  Council session starts off with the adoption of agendas and minutes.

Petitions and Delegations

Council will receive a presentation from representatives from Northern Health who will provide and update on the health provider's plans for Integrated Health Care and Harm reduction in the community.

The City Planner will then provide a Go Plan Survey Update for Council.

Any Unfinished Business is then up next on the Agenda.

Followed by Reports and Recommendations

Report from the Chief Financial Officers -- Council will be asked to approve by resolution the 2014 Annual Report  (see page 22 of the Agenda Package)

The request comes as part of the process for the document,  any residents who have read the document and wish to ask comments regarding can do so during the Committee of the Whole Session, following the short review of the document from the City's Financial Officer.

Among some of the items for review, biographies of Council Members, a Message from the Mayor and a scorecard from the City Manager outlining the status of their 2014 objectives and a look at what Council has for Objectives for 2015.

Once the Committee of the Whole Comment opportunity has ended, Council will then address the final approval as part of the Regular Council session.

Followed by Any late Correspondences for Action

Council will release information from a Closed Meeting related to the Library Board, announcing to the public that Brent Patriquin, Helen Moore, Lauren Williams and Tim McDonald have been appointed to the Library Board of Directors for a two year term.

Bylaws mark the next item of the Agenda on the night.

Report from the City Planner -- Regarding Proposed Zoning Amendment Bylaw No. 3377 to provide first reading related to an application to amend the "Maximum Building Height" in the Central Commercial Zone at Bill Murray Way (see page 23 of the Agenda Package)

Report from the City Planner -- Regarding Application to Amend the zoning for a property located at 1500 Ottawa Avenue-- Removing the Kanata School property from Public Facilities to Multiple Family Residential Zone (see page 50 of the Agenda Package)

Report from the Director of Engineering--  Council will receive a report on Development Cost charges for information purposes   (See page 73 of the Agenda Package)

Report from the Director of Engineering -- Regarding Road Closure and Removal of Road Dedication Bylaw for a partial lane way off of Park Avenue near Five Corners ( See page 74 of the Agenda Package)

The evening then wraps up with Additional Items from Council members, as well as Reports, Questions and inquiries from Members of Council.

One item scheduled for that portion of the Council session will feature a review of the recent developments with the Housing Committee.
