City Council Preview: Monday June 26, 2017
The final Council session for the month of June has a number of moving parts in motion for tonight, with much of the focus on two areas.
The next step of moving forward with a proposed Elders/Seniors housing complex on Green Street and a presentation related to concerns over air quality from a proposed LNG plant at Digby Island.
The Elders/Seniors housing proposal will be featured in two elements of the night, the first as part of a Public Hearing at the start of the Council session at 7 PM, while Council Members will be reviewing their notes before deciding whether to move forward with that application as part of the regular council session.
As part of the Committee of the Whole session, Ms. Luanne Roth, a North Coast energy campaigner from the T. Buck Suzuki Foundation will make a presentation to Council related to their concerns about the proposed Aurora LNG project.
As well, the Committee of the Whole will offer an opportunity for the public to provide for any comments related to the City's Annual Report for the last year.
Residents will also have an opportunity to raise any of their own concerns or questions for Council as part of the Committee of the Whole portion of the night.
As for the Regular meeting, the main content for the night is directed towards the Green Street proposal, Council will also hear a variance report for May from the Finance Department as well as review notes from CFO Bomben on the need for an upgrade to the RCMP cell facility at the detachment.
Council will also make their final decision on the request from the Fire Chief to add Sky Lanterns to the banned list of the city's fireworks regulations.
As well. Council members will release information from a close session of April related to appointments to Library Board positions

Council also will host a Public Hearing on Monday, offering the public Opportunity to comment on the proposed Elders/Seniors residence for Green Street.

The June 26th session is also a Committee of the Whole night, with a presentation from Luanne Roth scheduled for the evening, Ms. Roth will review concerns related air quality associated with the proposed Aurora LNG project at Digby Island.
Council members will also head behind closed doors once again as they host a Closed Session on the night, the advisory to the City website noting the following criteria for the discussion outside of the public view:
90.1 (e) the acquisition, disposition or expropriation of land or improvements, if the council considers that disclosure could reasonably be expected to harm the interests of the municipality.
The evening begins with a Public Hearing related to the proposed Elders/Seniors Residence for Green Street, with members of the public welcome to offer their thoughts on the project to City Council.
The Committee of the Whole session is next starting with the adoption of the agendas

Question Period from the Public, regarding the 2016 Annual Report. -- Prior to its adoption by Council, residents of the community have this opportunity to offer up comments on the findings from the report. (Background on the annual report can be found on Page 15 of COW Agenda)
Reports Questions and Inquiries for members of the public -- Residents with any concerns or questions can raise them with Council members at this point.
The focus then shifts to the Regular Council Session starting with the adoption of agendas and minutes.

Report from the City Planner -- Application for Development Variance Permit for a property on Green Street -- Mr. Krekic will outline some background related to the proposed Seniors residence on the east side of the city. (Page 11 of the Agenda Package)

Council will review and comment if necessary on the findings from the City Planner related to the proposed Seniors/Elders residence for Green Street. (Page 23 of the Agenda Package)
Report from the Communications Manager -- Veronkia Stewart will also present the City's Annual Report for 2016 for final approval (page 50 of the Agenda Package)
Report from Chief Financial Officer -- May Financial Variance Report -- Ms. Bomben will review some of the financial items from May for council (page 51)
Report from Chief Financial Officer -- RCMP Cell Block compliance -- Council will hear a report on the nee for upgrades to the RCMP cell block facility and discuss the tender process related to providing for those upgrades (Page 56 of the Agenda Package)
Correspondences for Action
Resolutions from Closed Meetings,
Council will release information from April 24th Closed meeting, advising the Mr. Cary Dalton, Mr. Brent Patriquin and Ms. Stephanie Lysyk have been appointed for two year terms to the Prince Rupert Library Board.
Bylaws mark the next item of the Agenda on the night.
Report from the Fire Chief -- Regarding Fireworks Regulation Amendment Bylaw to include banning of Sky Lanterns -- Council will vote on whether to adopt the recommendation from the fire Chief. (Page 59 of the Agenda Package)
Report from the City Planner on a proposal to permit Senior Multiple Housing project at 700 Green Street. -- Council will be asked to provide Third reading of the Quality of Life Official Community Plan amendment Bylaw and Zoning Amendment Bylaw. (Page 60 of the Agenda Package)
The evening then moves on to Additional Items
The evening will come to an end with Reports, Questions and Inquiries from Members of Council.
Council members can also take advantage of the period to offer up any items or concerns that they have for consideration on the night.
