City Council Preview: Monday, October 16, 2017
Council members fresh from their trip to Vancouver and the annual UBCM meetings of late September will meet for their first public council session of October tonight
The evening one which offers an opportunity for those that made the trip south to share some of the success that they may have found during the week long celebration of municipal governance.
For the most part, it's a fairly light schedule that will ease the Council back into their post Thanksgiving period duties, with variance reports and bylaw notes dominating much of the night's agenda.
Council will start the evening off with a presentation from a delegation from Northwest Community College, they will be providing Council members with an update on their quest to move forward with a name change proposal for the post-secondary educational institution in the region.
A proclamation request related to Foster Family Month also will be received by council as part of the evenings work.
When it comes to the City's Bylaw work on the night, CFO Corinne Bomben will outline the latest amendment request for the City's Five year financial plan as well as deliver a verbal report on the 2018-19 Permissive property Tax exemption amendments.
Council will also review and then look to move forward with the city's Permissive Property Tax exemptions for 2018-19, the report will offer up an amendment from previous years.
As well, a notice from the City's website from October 12th, notes that Council will also consider an amendment to the 2017 Financial plan, that will draw from reserves and make use of a grant from the Federal and Provincial government for emergency preparedness.
The amendment will focus on areas related to a Flood Assessment Grant, Tsunami Preparedness plan and the renewal work for Legaic Road in the industrial park area.
Council members will also head behind closed doors once again, as they host a Closed Session on the night, the advisory posted on the City's website noting the following criteria for the discussion outside of the public view:
90.1 (k) negotiations and related discussions respecting the proposed provision of a municipal service that are at their preliminary stages and that, in the view of the council, could reasonably be expected to harm the interests of the municipality if they were held in public. The Regular Council Session starts with the adoption of agendas and minutes.

Following that requirement, the line up for the night is as follows:
Petitions and Delegations make for the first item of business on the evening, with a delegation from Northwest Community College appearing to provide an update on the college's plans to change its name to Coast Mountain College. (Page 10 of the Agenda Package)

The evening will come to an end with Reports, Questions and Inquiries from Members of Council.
Council members can also take advantage of the period to offer up any items or concerns that they have for consideration on the night.
During that discussion period which takes place near the end of the session, we may learn more about some of the discussion at last month's UBCM convention, as well as some further background related to an energy savings initiative by way of an energy consumption survey for the community announced by the City from Friday.
