City Council Preview: Monday, March 11, 2019
Tonight marks the first of two consultation opportunities for the public when it comes to a pair of recent themes for Prince Rupert City Council, with the public invited to attend the Regular Council session at 7PM.
Up for discussion will be the blue print of the city's financial plan and budget preparations as outlined at the February 25th Council session by the City's Financial Office Corinne Bomben, as well as the findings from the Select Committee on Council remuneration which delivered a range of recommendations at the same meeting last week.
The public can offer up their comments, concerns or observations at the very start of the Council session. If you can't attend tonight's Council session, the Budget comment opportunity will return at the end of the month meeting of March 25, and residents of course can always contact their Councillors at City Hall to share their thoughts as well.
With the public input opportunity the focus for the night, the rest of the agenda is fairly light, with Council to hear a report on a variance request, a request for a proclamation and some notes from the Mayor on the plans for an electric vehicle charging network.
Council will also announce the appointment of two residents to the Prince Rupert Library Board.
Prior to the Regular Council session of Monday evening Council members will also host a Special Closed Session planned for 5 PM, the Council membership citing two elements of the Community Charter for the closed session.
(k) negotiations and related discussions respecting the proposed provision of a municipal service that are at their preliminary stages and that, in the view of the council, could reasonably be expected to harm the interests of the municipality if they were held in public.

REGULAR SESSION OF CITY COUNCIL
Adoption of Agenda and Past minutes -- Mayor Brain will review the agenda for the evening and Council will adopt the minutes of past meetings.
Petitions and Delegations
The city's CFO, Ms. Corinne Bomben will introduce the opportunity for public comment on the 2019 Budget process.

Reports and Recommendations
Report from the City Planner - Development Variance Permit -- A request for a variance on a residential property on Ambrose Avenue will be considered by Council. (See page 10 of the Agenda)
Correspondences for Action
Proclamation Request by Joyce Charlton, from the North Coast Victim Services, asking for the week of May 26 to June 1 be proclaimed Victims and Survivors of Crime Week in Prince Rupert. (See Page 21 of the Agenda)
Mayor Lee Brain will review some background on plans for the electric vehicle charging network across Northern BC. (See Page 24 of the Agenda)
Resolutions from Closed Meetings
Council will announce a resolution from their February 25th Closed Door Meeting, appointing Glenn Groulx and Chelsea Keays for another two year term with the Prince Rupert Library Board of Directors.
Bylaws
The evening will come to an end with any Additional Items as well as Reports, Questions and Inquiries from Members of Council.
Council members can also take advantage of the period to offer up any items or concerns that they have for consideration on the night.
