RCMP investigating downtown incident and public complaint of police actions related to it

An early morning incident from Saturday in the downtown core is now the subject of two investigations by Prince Rupert RCMP, as the Prince Rupert detachment looks for more information related to an initial report of a fight in the 700 block of Second Avenue West.

In a statement released Monday evening, Sergeant Jagdev Uppal of the RCMP provided the timeline to the police attendance to the complaint of the early hours of Saturday morning.

"On November 12, 2016 at approximately 12:50 AM the Prince Rupert RCMP were called to a report of a fight in the 700 block of 2nd Ave West in Prince Rupert. Upon arrival police did not locate anyone fighting but did find a 16 year old male in need of medical attention. 

The RCMP called an ambulance for the male and upon their arrival he allegedly became combative and tried to fight them along with the police. A 18 year old female bystander became combative and allegedly assaulted police while obstructing the ambulance attendants. She was arrested and taken into custody as well."

The information statement goes on to note that on Monday, the RCMP had been made aware of a video that had surfaced on social media, advising that the detachment is trying to locate the individual with this video as well as any other potential witnesses.

That video, which can be found through a number of social media options shows the interaction between police and two individuals towards the end of the incident, as they were in police custody. However the video currently available, does not provide any indication as to the nature of the circumstances that led up to the events that are now of focus for the internal review.

The second investigation that is now underway is an internal investigation in response to a public complaint received on Monday related to the actions of the police that took place as part of the incident of Saturday morning.

Towards the progress for that internal review the RCMP is asking that the individual with the video, as well as other potential witnesses to contact the Prince Rupert RCMP at 250-627-0700 or Crime stoppers at 1-800-222-TIPS (8477)
