Council began a string of attempts to move forward their financial plan, the April 16th session, their first attempt at putting the finishing touches on their Taxation bylaw and moving the process towards the finish line.
However, owing to the absences of Councillor Thorkelson (who was ill) and Carlick-Pearson (not explained) at Council, the first attempt was tabled for future discussion.
With Council seeking another session on the 22nd to try and make some progress on the topic.

( 0:00-4:00 ) The Mayor asked for the Special Session to be convened and with that, Councilor Garon then interjected seeking to table the discussion on the Financial Plan owing to the absence of Councillor Thorkelson, who was ill on the night

As part of the process to table the discussion, Council then moved on to By-Laws for consideration on the evening.
( 4:00--9:30 ) 2014 Five Year Financial Plan Bylaw- The Mayor asked the City's Financial Officer to provide an overview of impact of the plan. Ms. Bomben outlined the process that would have been enacted on the evening, had the process moved forward.
Councillor Garon then requested that the motion be tabled until Councillor Thorkelson could attend.
The Mayor then asked if Ms. Bomben could rearrange the schedule to move the process forward.
Councillor Ashley then suggested a potential timeline for the bylaw process.
By a vote of 4-3 to motion to table the process was approved.
Following the vote, Councillors Ashley and Cunningham outlined their thoughts on the nature of the vote and the need for full attendance on the issue.
The Mayor then advised that he would not be available in person on the two dates that Council had selected (April 22 and 23rd) but that he would be available by phone for those sessions.
Reports, Questions and Inquiries from Council
(9:30--13:30) Councillor Ashley offered up some concerns from residents regarding the development on Graham Avenue. Seeking information for staff to research what cost might be required to provide for speed bumps and such on that street.
Councillor Cunningham then raised issues on downtown parking. Councillor Garon offered her own thoughts on the topic.
(13:30--15:00) The Mayor then advised that there was a resolution to close the meeting to the public. Citing section 90 of the Community Charter.
Outlining that it involved negotiations regarding municipal services in their preliminary stages, discussions that in the view of Council could harm the interests of the municipality if held in public.
And with that, Council moved on to a closed session.
