City Council Preview, Monday, December 7, 2015


Prince Rupert City Council starts off the month by hosting their final regular council meeting for December.

With the holiday season about to arrive, the next Regular session is scheduled for January 11.

Facing that large a break ahead of them between sessions, there's a fair bit of work ahead for Council this evening, including a Public Hearing into the proposed zoning application for the Stiles Place Condominium development.

As part of the process the public is invited to submit their comments or concerns related to that project during the course of the hearing which starts at 7 PM. You can learn more about that portion of the evening from the Public Hearing Agenda notice here.

On Friday, we offered up a preview of the Public Hearing process for the night, you can review that item here.

As for the regular business of the night Council will review a number of reports, a resolution from Closed meetings, as well as a number of Bylaws up for a vote on the evening.

Included in those reports, two fairly interesting reviews from the City's Financial department which outline the nature of Capital Projects and Expenses for 2016, including notes on the preliminary budget process which suggest a potential 2 per cent increase for the mill rate at budget time in the Spring.

As well, the CFO provides some background on the Community Enhancement Grant applicants for the year ahead.

Council will also consider a correspondence for Action from UFAWU/Unifor related to the closure of the Canadian Fish Company's Oceanside Cannery in Prince Rupert.

Councillor Cunningham will introduce a recommendation related to Zoning Bylaws and Liquor Licensing and council will hear another update related to Housing Committee matters.

Prior to the Regular Council session, Council members will conduct a Closed Session of Council at 5 PM, where they will hold discussions related to  a topic that Council believes requires the exclusion of the public :

negotiations and related discussions respecting the proposed provision of a municipal service that are at their preliminary stages and that, in the view of the council, could reasonably be expected to harm the interests of the municipality if they were held in public.

Council will hear of the recommendation of the Engineering Department and Associate Engineering and the announcement from Council of the award of the Shawatlans Pump Station upgrade to the The Electrician

Council will receive and review a letter from UFAWU/Unifor seeking the support of council by way of a letter to be sent to the appropriate Federal and Provincial Ministries to request that the same UN principle of adjacency for the fishing industry that Canada signed onto for the the East Coast, be legislated and implemented for the Pacific Coast (see page 90 of the Agenda)

The evening then wraps up with Additional Items from Council members, as well as Reports, Questions and inquiries from Members of Council.

Council will hear an update from the Housing Committee providing the latest developments from their efforts.

Council will also be asked to consider a recommendation from Councillor Cunningham. As he looks to direct staff to review the existing City of Prince Rupert Bylaws and provide Council with information on how to proceed with the implementation of a one kilometre distance rule into the City's existing Zoning and Licensing criteria. That apparently is no longer a process stipulated in the Provincial Liquor Control and Licensing Act and something that the city may wish to address.
