City Council Preview: Monday, March 28, 2022




A number of familiar items from the March 14th session make for the City Council Agenda for tonight, with the Regular Council session returning to a range of discussion pieces from two weeks ago.

And while some of the themes of the night may be of past business, there is some new work ahead of note for city councillor followers, on what should be a busy evening.

A new advisory at the top of the Council Agenda Page charts the course of action for the Council sessions which have now returned to the City Hall Chambers and reopened the doors for the public.

Scheduled Regular Council Meetings have moved primarily to a remote format, with some limitations to public access in order to protect community health and safety. 

Community members will be permitted into City Hall to view in the gallery, as capacity permits.

Tonight also brings the monthly Committee of the Whole component to the evening and the opportunity for some public participation for those in the community with some notes of interest or concern to share with the Council members.

The Committee of the Whole session is to feature a presentation from the City's Chief Financial Officer, , who will outline her second Report on the 2022 Budget process. Council will then ask for any comments from the public related to the Budget process ahead.

Also making a presentation on the evening will be Ceilidh Marlow of Tourism Prince Rupert who will update Council and the community on a signage project set to get underway.

The Committee of the Whole Session will precede the Regular Council Session at 7PM

The Regular Council session features a number of Reports from the planning department related to Development Variance Permits as well as a review of patio plans for The Wheelhouse Brewing company property in Cow Bay.

The Planning Department will provide a look at some of their activity over the last three months, while the Director of Operations will have three items of note, a return to the Master Contract award for the Northern Contractors Alliance, as well as a report on the fees for the Fairview Cemetery.

Mr, Pucci will also provide a report on the need to close part of Market Place related to the proposed RCMP detachment build.

Council members will also have opportunity to raise any items or notes of interest at the end of the Regular Council Session.  

One topic that someone on Council may want to raise was the delay in providing for the video record for the March 14th session, which was not posted to the City's YouTube portal until March 23rd, a fairly significant gap in the usual timeline for delivery.

Tonight's Council session can viewed by way of the Live Feed from the City website, or on Cable Television from CityWest Cable Channel 10/310.

The session is normally posted to the City's YouTube archive within 24 hours of the session concluding.


Council will also host a Special Council Session.

The acquisition, disposition or expropriation of land or improvements, if the council considers that disclosure could reasonably be expected to harm the interests of the municipality. 

Council also will hold a Public Hearing related to a proposed rezoning for a property on Portage Avenue, that takes place at 6 PM, we provided some background on the Hearing last week, which you can review here.

That meeting tonight marks the  Sixth Closed Session hosted this year by Council to date.

Council will receive a Presentation from Chief Financial Officer, Corinne Bomben, who will provide a look at the proposals for the city's 2022 Budget, followed by the first of two opportunities for public comment on the budget planning.

Council will receive a Presentation from Ceilidh Marlow from Tourism Prince Rupert related to their Wayfinding signage project.

REGULAR SESSION OF CITY COUNCIL

Adoption of Agenda and Past minutes -- The Mayor will review the agenda for the evening and Council will adopt the minutes of past meetings.

Reports and Resolutions

Report from Planning  -- Council will hear a report related towards a Development Activity from November 2021 to February 2022 through the planning office  (see page 11 of the Agenda package)

Report from Corporate Administration  -- Council will hear a report from the Corporate Administrator related towards a proposed outdoor patio for the Wheelhouse Brewing Company  (see page 21 of the Agenda package)

Report from Planning  -- Council will hear a report related towards a Development Variance Permit for a property at 1531 Atlin Avenue  (see page 22 of the Agenda package)

Report from Planning  -- Council will hear a report related towards a Development Varian Permit for a property at 11th Street  (see page 37 of the Agenda package)

Report from Planning  -- Council will hear a report related towards a Development Varian Permit for a property at 1444 - 2nd Avenue West  (see page 39  of the Agenda package)

Bylaws

Report from Planning -- Rezoning of property --  Council will be asked to provide third reading for the bylaw to allow for a change in property designation from Residential to Industrial for a property on Portage Avenue. The request was the subject of a Public Hearing previous to the council session  (see page 58  of the Agenda package)

Report from Director of Operations --  Cemetery Fees and Care Amendment Bylaw -- Mr. Richard Pucci will outline the scope of changes recommended by the Consumer Protection Officer (see page 63  of the Agenda package)

Report from Director of Operations --  Road Closure Bylaw -- Mr. Richard Pucci outline the proposed road closure  of a section of Market Place towards the courthouse side of the property designated for the new RCMP detachment.  (see page 67  of the Agenda package)

The evening will come to an end with any Additional Items as well as Reports, Questions and Inquiries from Members of Council.

Council members can  take advantage of the period to offer up any items or concerns that they have for consideration on the night.
