CNOOC and BG to join forces on LNG terminal development

An interesting story developed as we were away from our post that could herald yet another major step in LNG development on the North Coast, though possibly reducing the number of proposed terminals by one in the region.

An article in the Financial Post of April 23rd, highlights how the BG Group and CNOOC will be joining forces to develop an LNG terminal in Prince Rupert, bringing together two large energy companies to work on one terminal.

Both previously had announced separate terminal developments for the region, BG on Ridley Island, CNOOC the Chinese Energy giant had previously outlined its plan for development at Grassy Point.

Neither company was providing much information to the Financial Post on their plans, with no outline as to whether the jointly operated terminal would be located at Ridley Island or at the CNOOC site at Grassy Point.

That decision will be of some interest to the City of Prince Rupert, particularly when it comes to future budget planning.

Should the new partnership decide that the CNOOC site is a preferred option, the City would then be losing out on any industrial taxation that would be part of the Ridley Island development.

As the map for potential LNG development continues to evolve, the prospect of the City of Prince Rupert being left out of some direct monetary reward for all the proposed projects seems to be growing.


Of the four major proposals thus far, three are outside of the city's taxation reach, with only the BG Group's Ridley Island project within the city's current municipal boundary.

While Prince Rupert will benefit from the jobs that come from such projects and the boost to the population base. With the proposed developments slipping over the city's current borders, city officials could see the city having to host a growing population base, without direct access to the industrial taxation required to service the increased stresses on its infrastructure.

No timeline was provided to the Financial Post as to how the reported joint partnership was set to evolve.

City Council Timeline, Special Session, April 22, 2014



Council made its second attempt to move forward their Financial plan, with an April 22nd session that finally found full attendance to a fashion, with Mayor Mussallem participating by telephone for the session.

With Councillor Ashley in the chair, Council finally had opportunity to vote on the 2014 Financial plan and associated tax bylaw, which put in motion the process of raising taxes by 1.2 per cent for the year.

Along with the pressing issues of the Financial items, Council addressed a short list of other items on the evening.

0:00-1:00 ) With Councillor Ashley in the Chair (and the Mayor participating by telephone) Council opened up its Special Session to vote on the Financial Plan and Tax Bylaw for 2014.

By-Laws

As part of the process to table the discussion, Council then moved on to By-Laws for consideration on the evening.

( 1:00--5:00 2014 Five Year Financial Plan Bylaw 3345, 2014 -- Councillor Ashley asked the City's CFO to review the Bylaw under consideration and outline the details of note for Council's consideration. From there Councillor Ashley moved the process forward from the previous tabling of the issue, and then asked for comments regarding the motion.

Councillor Garon then asked if anyone had any questions regarding funding for the Golf Course, with the City planning to provide them with 30,000 dollars for equipment. Councillors Garon and Cunningham then discussed the nature of that funding.

Council then passed the Five Year Plan by a margin of 4-3, with Councillors Kinney and Ashley, as well as Mayor Mussallem in opposition to the motion.

(5:00-- 6:30) 2014 Property Tax Bylaw No. 3347, 2014 --  Councillor Ashley then called on Ms. Bomben to offer up review on the process. With the motion then lifted from the table, Council moved the process forward.

With no discussion on the topic, the vote was then conducted.

Council voted by a margin of 4-3 to pass the Tax Bylaw, with Councillors Kinney and Ashley, as well as Mayor Mussallem in Opposition to the motion.

Correspondence for Action

(6:30--9:00) Request for Financial Support for Float Travel - Prince Rupert Special Events -- Council reviewed a request from the Special Events Society for a travel budget for their float to take it to other communities. Councillor Kinney recommended that the report be received for information and forwarded to staff for further study.

Councillor Cunningham recommended that Council have members of the Society appear at Council to provide further background and information on the request. Councillor Carlick-Pearson voted against that motion.

Reports and Inquiries form Members of Council

(9:00--13:30) Councillor Cunningham suggested that any money received from the Port in their PILT process that a large portion of that money be earmarked towards the city's roads. Mayor Mussallem interjected to suggest that Council receive a report from staff as to where the money should be allocated.

Councillor Thorkelson then observed that there were other infrastructure requirements, such as the dam that need to be addressed and should be a priority over roads.  She and Councillor Garon agreed that a report from staff would provide proper guidance to Council.

Councillor Cunningham then touched on the theme of communication to the community, suggesting that staff should be providing better information not only to Council but to the community.

City Manager Long outlined the steps that the city hopes to have in place to address those concerns.

Councillor Cunningham then returned to his theme of transparency.

(13:30--15:00 ) Councillor Garon then raised issues of concern from the community regarding the quality of the Council broadcasts. Mr. Long outlined that it was an issue that they were looking to address. It was a concern that the Mayor suggested was something that Council members could resolve by speaking properly into the microphones.

(15:00--15:30 ) Councillor Ashley then touched on the need for better communication between staff, Council and the community.

(15:30--16:00) Councillor Cunningham then offered up congratulations to the Northern View on their recent award wins.

(16:00-16:30) Mayor Mussallem then asked for a timeline of the next special session of the 23rd, which will start at 5:30.

With that, the special session of April 22nd was adjourned.

City Council Timeline, Special Session, April 16, 2014


Council began a string of attempts to move forward their financial plan, the April 16th session, their first attempt at putting the finishing touches on their Taxation bylaw and moving the process towards the finish line.

However, owing to the absences of Councillor Thorkelson (who was ill) and Carlick-Pearson (not explained) at Council, the first attempt was tabled for future discussion.

With Council seeking another session on the 22nd to try and make some progress on the topic.

( 0:00-4:00 ) The Mayor asked for the  Special Session to be convened and with that, Councilor Garon then interjected seeking to table the discussion on the Financial Plan owing to the absence of Councillor Thorkelson, who was ill on the night


By-Laws

As part of the process to table the discussion, Council then moved on to By-Laws for consideration on the evening.

( 4:00--9:30 ) 2014 Five Year Financial Plan Bylaw- The Mayor asked the City's Financial Officer to provide an overview of impact of the plan. Ms. Bomben outlined the process that would have been enacted on the evening, had the process moved forward.

Councillor Garon then requested that the motion be tabled until Councillor Thorkelson could attend.

The Mayor then asked if Ms. Bomben could rearrange the schedule to move the process forward.

Councillor Ashley then suggested a potential timeline for the bylaw process.

By a vote of 4-3 to motion to table the process was approved.

Following the vote, Councillors Ashley and Cunningham outlined their thoughts on the nature of the vote and the need for full attendance on the issue.

The Mayor then advised that he would not be available in person on the two dates that Council had selected (April 22 and 23rd) but that he would be available by phone for those sessions.

Reports, Questions and Inquiries from Council

(9:30--13:30) Councillor Ashley offered up some concerns from residents regarding the development on Graham Avenue. Seeking information for staff to research what cost might be required to provide for speed bumps and such on that street.

Councillor Cunningham then raised issues on downtown parking. Councillor Garon offered her own thoughts on the topic.

(13:30--15:00) The Mayor then advised that there was a resolution to close the meeting to the public.  Citing section 90 of the Community Charter.

Outlining that it involved negotiations regarding municipal services in their preliminary stages, discussions that in the view of Council could harm the interests of the municipality if held in public.

And with that, Council moved on to a closed session.

Our rest period, having been extended just a little bit longer than anticipated now comes to an end and with the recharging process now complete, tis time to get back to the blog.

Our thanks to those that took time to drop us a line asking as to our return and to offer up some leads on potential items of interest, it's always nice to know that our readership is engaged and welcome our items into their daily routine.

As for the blog, we note that City Council finally found a path towards moving their Financial plans for the year ahead, that after a few sessions that had to be postponed owing to absences at Council. Still, eventually they found everyone in the same room (kind of, sort of) so as to put in place their budget and the tax increase that comes with it.

So, we'll start our catch up process from there, with an archive of those Council sessions we were away for, providing some notes from them and the timeline of events.

We will also update developments from the Legislature, where we note a number of issues of interest to the Northwest were introduced over the last week from our regional MLA's

As well, we'll take a look at some of the items of note that took place while we took our sabbatical, offering up some background on those that may have made the news in the last two weeks.  As well we will  highlight some of the items we have come across in recent days, items that seemingly didn't quite fit into the local news cycle over the last fourteen days.

From there, we'll also update our regular items of interest (see our items along the right hand side of the blog). Whether from Municipal, provincial or Federal governments, Industrial development or those from recreation, sports and tourism to name a few.

And one final reminder, it's always a worthwhile thing to check those categories on the right hand side frequently.

Beyond our original items of interest, we update them regularly with items from a wide range of sources.
