Federal infrastructure funding proves elusive for Prince Rupert

The process of sourcing out Federal funding is the Holy Grail for many a municipality, as it seeks to gain a share of federal and provincial money for any number of large scale projects that need to be addressed.

The topic of how the City of Prince Rupert is faring when it comes to getting some of that cash came up  last week at City Council, as Mayor Lee Brain, taking note of a recent Northern View article on grant applications quite pointedly declared that "the city knows how to write grant applications".

The Mayor's observations on the theme came as the city approved motions to pursue two separate funding applications for a pair of projects related to the city's aging water supply, with the City working towards the deadline of November 23rd for applications.

During the course of his comments to council last week, Mayor Brain did not deliver a list for Council, or for the public watching at home, of any of the Federal infrastructure grant applications that the city may have submitted over the last two years.

A lack of background information that makes it a little hard to gauge the success, or lack of such if that's the case, when it comes to the city's efforts since this current Council group first met following the election of November 2014.

And while we will take the Mayor at his word that the City Council and its staff members may be familiar with the grant writing process, when you begin to look over the list on infrastructure grants provided by the Federal Government, it would appear that the finish line in securing some of that funding is proving to be an elusive thing.

Particularly as it seems that any Federal cheques that may have been in the mail and destined for the North Coast have been few and far between.

The Federal government features its data base of funding announcements through the Infrastructure Canada Department website, a listing that is presently up to date as of September 29th, 2016.

From a review of those listings, when it comes to successful outcomes, Prince Rupert is mentioned only once since the current City Council took office in December of 2014.

That one item is the 2.2 million dollar Federal contribution announced on July 2nd of 2015 delivered  towards the City of Prince Rupert's Raw Water Supply Project.

That announcement came on the same day that Port Edward received word of a federal contribution of 1 million dollars for work on the proposed Wampler Way road project.

The two grants that were delivered to the North Coast last year, were part of a larger list of funding confirmations for other communities in the Northwest that were announced at the time.

A look at that list for 2015-16 and what the Federal contributions around the Northwest looked like, goes as follows:

While the topic of success or failure in recent years when it comes to seeking out federal money on infrastructure may have made for some discussion in recent weeks around town. When we look at past funding announcements for years previous, other than a short burst of activity six and seven years ago, the Federal distributions have actually been sparse for the Prince Rupert area for much of the last decade.

Using the same infrastructure database which goes as far back as 2004, we find that the Prince Rupert area receives only a handful of mentions when it comes to grabbing some of the available federal cash.

As Prince Rupert and Port Edward staked their claim for infrastructure related projects only eight times during that period.

As far as the process of seeking out any funding, provincial or federal goes, the onus is on municipalities such as the City of Prince Rupert to make sure that their grant application stands out from all the others and that deadlines for applications aren't missed.

However, they shouldn't have to carry that ball alone, a little help from other political levels, both federal and provincial might help secure to some of that cash.

On that theme, there would seem to be a bit of work yet to be done by the local MP to advocate for those civic initiatives, particularly when it comes to infrastructure issues in Prince Rupert.

If the federal data base is any indication, MP Nathan Cullen, who has represented the riding for all of the period that was reviewed, might want to touch base with the City and help to push some of the concerns of the North Coast up to the front of the Federal line.

If he's looking for a couple of initiatives to champion, those two key ingredients to the city's waterline concerns outlined last week could make for projects to be heard on while he's in Ottawa.

Along with those two applications, the City will no doubt be digesting the latest financial update from the Finance Minister delivered yesterday and the prospects for further infrastructure funding that may be available from the Federal treasury in the year ahead.

Making their list, checking it twice and making sure that any filing dates don't manage to slip by them before they deliver their applications.

RCMP investigating Halloween treat tampering in Prince Rupert



Check your Halloween Treats Thoroughly!



That's the Message in Prince Rupert this afternoon after it has been learned that the RCMP has launched an investigation into a case file related to a tainted Halloween treat in the community.

In a media release Tuesday afternoon, the Prince Rupert RCMP outlined the early stages of their investigation, noting that they had been made aware of the situation through a social media posting that featured a picture of a candy treat with a needle embedded in it.

There was no indication from the statement, as to what area of the city the youngster had been trick or treating in during the course of the evening's activities.

The RCMP notes that they have spoken with the person who posted the picture and have seized the candy for further examination

While they continue with their work on the file, the Prince Rupert detachment is issuing a reminder to parents and guardians to thoroughly examine the treats that came home from last night's Halloween collections.

The incident is the first one made public since a similar tampering back in 2013.

At that time a pin was also found in a chocolate bar, thankfully as in the recent case, the tampering was noticed by parents and a warning to review the treats was issued as well.

With new CHSS calendar, you will never miss another Rainmaker home game

The opportunity to wear your Rainmaker colours is going to be a little bit easier as we head into the fall and winter sports season, with Charles Hays Secondary introducing a Rainmaker Calendar to the school website this week.

With the fall sports season winding down, there may be a few more banners to be raised to the rafters following this past weekend's success by the Rainmaker Boys in Northwest Zones Soccer.

The November calendar so far makes note of the upcoming Senior girls Volleyball play of the Fifth of November at the CHSS gym.

As well the Boys Rugby team is heading for Zones in Terrace this weekend.

The Junior Girls girls volleyball team is also in Terrace on Saturday, while the Junior Boys volleyball squad travels further east to Smithers

Over at the Middle School, the PRMS Storm Boys are also on the road this weekend with volleyball action on the courts in Houston.

September 12th finds the Charles Hays campus hosting the Junior Girls Zones tournament.

While the Senior Girls will be heading for Kitimat for the Senior NorthWest zones tournament on the 19th.

For those looking ahead to the Basketball season and the travels of the Rainmakers, the first listings for December show the Senior Girls at home on December 3rd, while the Junior Girls will be on the court one week later on December 10th.

Nisga'a residents head to the polling booth Wednesday

X will mark the choice and Wednesday marks the General voting day, as the Nisga'a Lisims Government election process delivers the verdict of voters.

With one advance voting session having been completed in October,  Nisga'a members have their final opportunity tomorrow to cast their votes at polling locations available across the province.

Polls open at 8 AM and will remain open until 8 PM as voters make their selections for a number of positions that will provide direction for the term to come, the full review of available positions can be found here.

In the Prince Rupert/Port Edward area, there are two Nisga'a Urban Local representatives to be elected on election day, with Juanita Parnell, Clifford Morgan and Farley Stewart listed as the candidates for the final voting opportunity of tomorrow.

Prince Rupert voting takes place at the Nisga'a Hall on Third Avenue West.

MLA Melanie Mark who has ties to the Nisga'a and the Northwest and was the first Indigenous woman elected to the British Columbia legislature delivered a Get out the vote message for Nisga'a members, urging residents to get involved in the process and make the trip to the polling booth on Tuesday.

Charles Hays students head into final month of rehearsal for The Little Mermaid

One month from today the Curtain will rise on a Prince Rupert pre-holiday tradition!

December 1st is the target date for students of Charles Hays Secondary as they prepare to take to the stage with the latest production to add to the long list of previous show stopping performances at the Lester Centre.

This year Alison O'Toole, the head of the CHSS Drama department is watching over the rehearsals and set creation for The Little Mermaid, the CHSS production that is based on both the Hans Christian Anderson story and the Disney film.

The popular storyline and musical requirements will once again put to the test the skills of the ensemble of energetic students and musicians for what has become a highly anticipated annual community event.

Year after year, the CHSS productions find students, staff and volunteers putting in the three months of hard work to bring the finished spectacular to the Lester Centre stage.

The auditions for the cast began almost as soon as school was underway for the year, with the roles assigned fairly quickly and the crew assembled to bring it all together.

Heading into November the pace will continue to accelerate, with set construction, costume creation and musical segments starting to shape up as well. Then comes the final push later this month of the final rehearsals and last minute tweaks.

The finished product will be ready for your reviews and applause with Opening Night set for Thursday, December 1st with a 7:30 PM curtain call.

Shows follow on Friday, December 2 at 7:30 and Saturday December 3rd at 2 PM.

Tickets are available for 10 dollars for students/Seniors and 15 dollars for Adults.

Advance tickets are available at the Lester Centre Box Office or Cook's Jewellers downtown.  Should you wait until show day tickets will cost an extra two dollars at the door.

Station 64 crews lend assistance to vessel near Prince Rupert

A routine exercise for the Royal Canadian Marine Search and Rescue Station 64 unit over the weekend turned into a assistance call for the team, as members of the Prince Rupert based Station 64 crew came across a vessel in need of assistance running low on fuel and drifting near Port Edward.

The call for assistance came in as the Station 64 crew were returning to Prince Rupert from the Hartley Bay area on Sunday, after having completed exercises to work on some of their skills with a number of other vessels from Kitimat and the Coast Guard vessel Captain Goddard.

Once notified of the situation, the responding vessels from Prince Rupert located the vessel requesting help and then began to assess the best course of action.

The Station 64 crew redirected the vessel to Port Edward and took a couple into Prince Rupert in order to pick up their vehicle and to run some fuel out to the vessel that had since docked in Port Edward.
