MP's shipping amendment goes down to defeat in House of Commons vote

In the end, Skeena-Bulkley Valley MP Nathan Cullen's bill came up twenty one votes short, as MP's voted on Wednesday afternoon on his proposed amendments to the Canadian Shipping Act.

The NDP MP had introduced his private member's bill last year, working it through first reading and leading up to the pivotal vote of yesterday, along the way Cullen had visited a number of communities across British Columbia to try and rally public support for his cause.

Yesterday, prior to the vote the MP made one more attempt to sway the members of the Conservative party to vote against their party lines and support his bill,  a desk pounding presentation that highlighted his approach of recent days, as he attempted to rally MP's to his cause, as the vote was nearing.

However, Wednesday's appeal to MP's was  a request that apparently didn't resonate very much with those from British Columbia,  that weren't members of the NDP.

In the end, the Nays took the day 141 to 120, sending Mr. Cullen's bill down to defeat.

The listing of the vote can be found below, click on the icon below to expand.

Cullen expressed his disappointment at the end result of his quest to move his bill forward, suggesting that it's not the last that Canadians have heard of his proposal.

Offering an indication that he plans to keep it as a live issue for the next six months and take the conversation into the next election campaign, expected sometime in the fall.

For more background on his work on the now mothballed bill, see our item from yesterday which traced the path of his proposal.

Major World Port Operator to acquire Maher Terminals - Fairview Terminals Operations

A major shift for port operations of Prince Rupert's Fairview Terminals is about to take place, as DP World, one of the world's largest port operations groups has reached an agreement to purchase Fairview Terminal from Deutsche Bank

The price of the sale is stated at 580 million dollars Canadian. The transaction will be subject to Canadian Regulatory approval, with DP World looking to close the deal in the second half of this year.

The move is an indication as to the growing reputation of the Port of Prince Rupert as a Gateway for trade between North America and Asia, with DP World a major operator of ports worldwide adding Prince Rupert to its roster of over 65 marine terminals across six continents.

From today's announcement, it would appear that the Dubai based DP World might have some rather large scale plans in mind for the future of Fairview Terminals.

With the prospect of a much larger scale expansion of the site now seemingly something that will be given a significant amount of investigation.

A project that if taken on by DP World,  would create employment and spin off industrial benefits for the Prince Rupert area and vault the Fairview Terminal into a completely different level when it comes to transportation options for world shippers.

"We are delighted to extend our global footprint with a second terminal in Canada. The value proposition is compelling and the addition of capacity to our portfolio will contribute to DP World 's continued growth and the delivery of shareholder value." -- Sultan Ahmed Bin Sulayem, Chairman,

Among some of the key points from the purchase that DP World made note of in their announcement:

The prospect of undertaking a feasibility assessment in relation to development of lands intended for further expansion of Fairview which could lead to an increase of capacity to 2.45 million TEU's

Access to DP World's world class productivity-enhancing practices when it comes to container terminal development and operations

Access to DP World's state of the art supply chain security and safety procedures

Net increases in employment levels in Canada

DP World "Fairview Container Terminal offers the fastest access for vessels traveling between Asia and North America. The terminal also offers the highest productivity rates on the West Coast and an efficient rail link to the hinterland. The long-term concession and ability to build beyond the current phase 2 of expansion presents a fantastic opportunity for DP World . We are delighted to announce this transaction and look forward to further enhancing the port's operations under DP World management." -- Mohammed Sharaf, Group Chief Executive Officer, DP World

Archive of month to month reviews

Nathan Cullen's amendment to the Canadian Shipping Act goes to House of Commons vote today

With a number of months to spread the message of his private members bill now behind him, Skeena -Bulkley Valley MP Nathan Cullen will see if he has swayed his fellow MP's in the House of Commons today, as his Amendment to the Canadian Shipping Act comes up for a vote on the House order paper today.

The MP's bill,  C-628 would enact a ban on crude oil supertankers on British Columbia's North Coast, while also instructing the National Energy Board to give more meaningful consultation to First nations and communities, as well as to assess value added job impacts, when considering energy projects like the Northern Gateway pipeline.

It will be put forward for vote shortly after 2:30 this afternoon Pacific time.

Mr. Cullen made his final comments in the House on the topic on Monday, providing his review of the path that his private member's bill has taken and some of the commentary and feedback he has received across British Columbia as he shared his proposal with residents around the province.

Therefore, I say to my Conservative colleagues from British Columbia that they clearly have a choice in a vote in 48 hours to decide who it is that they work for. Do they work for the current Prime Minister and his oil lobby friends, or do they work for the people who sent them to this place from British Columbia? -- A portion of Nathan Cullen's statement to the House of Commons on Monday, seeking support for his Bill C-648 which is up for vote today

You can review the background on the House discussion of Monday related to Mr. Cullen's bill here, while the video presentation to the House of Commons can be viewed below:

City of Prince Rupert looks to find some help for the City Planner

While they may be dealing with a budget shortfall for 2015 and an increase in taxes to local ratepayers to go with it, City Council it would seem is still moving forward with plans to add to the staffing levels at City Hall.

Yesterday, we outlined how the City Council had hired on Dr. Barb Faggetter to be the city's "resident scientist" with duties it would appear mostly related to efforts from the Lot 444 proposal for an LNG development on Tuck Inlet.

However, Dr. Faggetter won't be the only new face to be found at City Hall in the weeks to come.

The City has recently posted a job opportunity, looking to provide some assistance to City Planner Zeno Krekic, with the search now on for a Junior Planner for the city.

The advertisement outlines the current pressures that the City is experiencing in the planning department, highlighting the volume of land use applications and need for reports and field work required to process the city's work.

A fairly lengthy list of major responsibilities is also offered up for consideration, a few of those include work related to reports on planning applications and recommendations for Council's consideration, liaison with other government agencies and departments as well as the ability to conduct research, inventories and special projects.

The successful applicant will also be expected to attend Council meetings to provide information on planning matters where required.

The full list of responsibilities and qualifications can be found here.

The deadline for applicants to have they resume in is April 17th.

Station 64 SAR Prince Rupert members gain valuable training

Members of the Royal Canadian
Marine Search and Rescue in training
(from the organization's Facebook page)

The local station of the Royal Canadian Marine Search and Rescue have been busy with training programs over the last month, with members from Station 64 in Prince Rupert working with members of Station 63 in Kitimat to achieve higher levels of First Aid knowledge.

Yesterday, Station 64 saluted the 9 members of both stations that recently completed their enhanced training receiving tickets in both Marine Advanced First Aid and First Responder.

As well, Station 64 has recognized one member of the local service, Shelby O'Brien who has passed the Sarnav1 course, attaining full crew status with the local Search and Rescue organization.

Station 64, like others up and down the British Columbia coast stand ready to respond to any marine incident when requested, honing their skills through the year with exercises and expanded training programs.

The local organization will be putting some of their skills to work later this month, when the Northern SarEx exercises take place from April 10-12 in the Prince Rupert area.

That will be a two day exercise that will provide the local station and other groups taking part with real time experience of a number of potential marine emergency situations

For more on the work of Station 64 and how you can become involved see their Facebook page here.
