City of Prince Rupert issues first two orders under Local State of Emergency



The City of Prince Rupert has issued the first of the Orders they have been considering under the new measures allowed through the Local State of Emergency, they include:

Order # 1: Pursuant to Section 12 (1) of the BC Emergency Program Act an ORDER THAT: ALL FOREIGN AND DOMESTIC TRAVELERS, WITH THE EXCEPTION OF ESSENTIAL SERVICES WORKERS, MUST SELF-ISOLATE FOR 14-DAYS


Order # 1A: (Replaces Order #1) Pursuant to Section 12 (1) of the BC Emergency Program Act an ORDER THAT: ALL FOREIGN AND DOMESTIC TRAVELERS, WITH THE EXCEPTION OF ESSENTIAL AND NECESSARY SERVICES WORKERS, MUST SELF-ISOLATE FOR 14-DAYS. ALL EXCEPTIONS OF ESSENTIAL AND NECESSARY WORKERS COMING FROM OUTSIDE OF PRINCE RUPERT MUST TRAVEL ONLY TO AND FROM WORK OTHERWISE MUST SELF-ISOLATE FOR 14-DAYS.

 *Please note that when they are not going to and from work, quarantine principles will be applied to essential service workers, who must self isolate outside of their respective workplaces. To achieve effective quarantine please have enough food provisions and fuel to be able to be self contained in your living quarters until your return to your home in the neighbouring community.

Order # 2: Pursuant to Section 12 (1) of the BC Emergency Program Act an ORDER THAT: ALL GROCERIES STORES IN PRINCE RUPERT: WILL LIMIT TO 50 PEOPLE AT ONE TIME. PEOPLE WILL BE GREETED AT THE ENTRANCES AND WILL BE PROVIDED WITH HAND SANITIZER. ENTRY AND EXIT WILL BE LIMITED TO ONE ENTRANCE. ALL PATRONS AT THE CHECKOUT LINES WILL MAINTAIN TWO METERS (6 FEET) BETWEEN EACH PERSON. ESTABLISHMENTS WILL CREATE MARKERS ON THE FLOOR WHERE CARTS/BUGGIES MAY BE PLACED IN ORDER TO ENSURE DISTANCE IS MET. RATIONS AND LIMITS ON CERTAIN ITEMS MAY BE IMPOSED ON THE RECOMMEDATIONS FROM LOCAL EMERGENCY PERSONNEL & HEALTH PROFESSIONALS. These orders have been issued by the City of Prince Rupert due to immediate danger to life safety caused by the COVID-19 pandemic.

With respect to other businesses operating in Prince Rupert, the City will follow current and future Provincial and Federal orders with respect to other business operations.

Not explained in any of the correspondences to residents, is how the City will enforce Order Number One and what measures they have in place to ensure compliance.

In addition to the information on the Civic Website, the Mayor had a few additional notes for his Facebook page.

The City will also be sending a notice containing information on emergency measures once there is additional clarity on all effective orders. Information on service levels, as well as resources for the community to access supports, directly to Prince Rupert households, distributed via local grocery stores, provided to local media, and posted to online channels like the City’s website and social media accounts.

City  Council approved the Declaration of the State of Local Emergency at last night's Council Session.

  1. So I went to the city web site where I would expect to see definitions of orders. This becomes a legal document which requires explanations.
    Who is considered an essential service worker?
    Where is the border for domestic travel Galloway Rapids bridge. Port Edward, Terrace, Prince George.

    As the mayor said at the council meeting we have to get this right. Well unless I missed something he hasn’t got it right. With the gravity of the situation and the help available I would expect a polished work. Please explain where explanation of orders are.

  2. I went to the mayor's Facebook page with to find answers. He states he is taking questions on his Facebook page. I don't belong to Facebook and cannot see questions or answers what am I to do? I am not joining Facebook to get civic information on an emergency.

    1. That is one of the significant gaps in delivery of information that is frequent with all of the Mayor's flow of commentary compared to the City's official version on the website. One solution for the city might be to use the Rupert Talks link on the website to offer an opportunity for those who don't like the social media stream to pose their quesitons. NCR

  3. I am sure the Mayor will get a lot of negativity for the restrictions and "getting it right" Be grateful he is doing something to keep his city safe! If it slows the curve of infection, he's doing it RIGHT!

  4. If the mayor is doing it right please explain to me where I find answers to my questions. Go to Prince Rupert bylaws at the start of a bylaw section is definitions defining the law.

    It does not include me joining Facebook

    The mayor has initiated a new law which is fine. The public needs information to follow the laws. This is not negatively it is a request the mayor and council do things correctly. This includes discharge of information to all at the same time as to what is expected of them
