Technical Memo for Council tonight to outline progress towards Water Treatment procurement plans



City Council member will have an extensive bit of reading ahead of them towards staff's recommendations for moving forward on planning for a Water Treatment facility for the community, with a technical report included for their consideration as part of tonight's Consent Agenda.

The report from Colliers Project Leaders outlines the range of options from the traditional procurement methods to  the approach the city could take if it moves forward with  a proposal towards establishing a Municipally Controlled Corporation.

The 11 page report charts eight potential scenarios towards development, though only three are recommended. 

Those three noted by the consultants observing that the risk is transferred to the party best suited to manage the risk and would see the city transfer operations to what is called a Special Purpose Vehicle, something that fits into the previous Council discussions towards any potential  private/public partnership.

The Technical memo is part of the Consent Agenda for tonight, an element of the night which offers Council members the opportunity to receive the report without any comment if they wish. 

Though some may want to take advantage of the opportunity to follow up.

That by way  of an opportunity outlined on the synopsis page from Director of Operations and Intergovernmental Affairs, Richard Pucci who notes that:

"if desired, Colliers can provide a presentation to answer any of Council's questions or concerns"

Something which considering some of the interest in the city's plans for a 30 million dollar water treatment facility for the community, should be the public default option for any progress for the planning.
