Real Estate Tracker: Week ending April 2, 2023

A new property enters out list of ten, a home on the East side of the city on Eagle Close.

The range of the week's results again runs from the top end of $1.195 million dollars to $739,000.

The distribution of our list of ten for this week makes for an even split of five on the west, five on the east side of the city.

The real estate review below is purely a snapshot for information purposes and reflective of our weekly check on Sunday evening.

IIO investigation underway into Police incident in Kitimat

The Independent Investigation Office has opened up a case file towards an incident from late March in Kitimat, with a woman sustaining injuries while being taken into custody.

The advisory posted to the IIO website notes that the Office was informed  of the incident took place at 2:35 AM on March 26th in the 1300 block of Tweedsmuir Avenue in Kitimat. 

 One woman was arrested at the residence, and it is reported she sustained a serious but not life-threatening injury to an extremity while being taken into custody.  

The IIO is the provincial agency that investigates incidents that relate to interactions between police and residents of the province that lead to injuries or death.

Towards their work, the  IIO is asking any person with relevant information or video footage of the incident to please contact the Witness Line toll-free at 1-855-446-8477 or via the contact form on the iiobc.ca website.

The investigation by the IIO is  the second so far of 2023 in the community of Ktimat.

The first from January saw the Investigation subsequently closed with the police actions found to be justified.

The most recent IIO work in the Prince Rupert area came in the fall of 2022, both of those investigations are still Open and in progress.

One more seismic shift for area off southern end of Haida Gwaii

A seismically active area south of Haida Gwaii and west of
Port Hardy had another moderate temblor on Saturday

There was anther moderate earthquake recorded off of the West Coast of Vancouver Island, south of the tip of Haida Gwaii on Saturday evening at 6.08 PM

The 4.6 magnitude temblor was listed by the USGS at a depth of 10 Kilometres, the closest community noted from the epicentre was Port Hardy on Vancouver Island located 157 kilometres away.

The Earthquakes Canada notice which listed event as only 4.1 mg, advised that no reports of damage were received and none were anticipated. 

The seismic event took place in an area South of Queen Charlotte Sound that has been quite active in recent months for similar sized earthquakes.

Blog Watching: Week ending April 2, 2023

CityWest's financial contribution towards City Budget themes grabbed the bulk of the attention this week, with our notes on the announcement from City West of 1 million dollars to be delivered over two years reviewed by a large audience.

The remainder of our list of five featured interest in BC Hydro's overnight work of this week that left much of the city and surrounding area without power for seven hours.

The end of Senior Men's Hockey season wrapped up in Quesnel this weekend and our look at the Coy Cup tournament found a large audience.

The Federal Budget was delivered this week and our look at some of the areas of interest related by Finance Minister Chrystia Freeland made for some note for readers.

And with the roads of Prince Rupert needing a bit of attention after a rough winter and spring pot hole season underway,  there was some interest in our notes on the City's Budget request for Paving and an RFP just issued for street line painting.

From the weeks review the most read of our items however was that which explored the CityWest announcement of earlier this week.
 
CityWest announces distribution plans for 1 million dollars, over two years, towards City Budget property tax relief themes  -- The City of Prince Rupert owned communication Company, CityWest has announced its plan to put one million dollars towards the city's budget concerns, with a two plan for delivering on their funds. From that announcement of Monday, the City's Financial office revised the proposed tax rate increase dropping it to a proposed 13.4%.  You can find more notes on the City's budget planning here.   (posted March 29 , 2023)

Large BC Hydro Outage to take place at Midnight for much of Prince Rupert, surrounding area. Hydro Service work should last up to six hours --  Some extensive service work on the Prince Rupert Hydro station made for an overnight power outage, the original six hours extended to close to seven before the power returned.  (posted  March 28, 2023)

Federal Budget 2023: Farewell Surplus, as Liberals take on years of deficit ahead to deliver on programs, hedge against future economic challenges -- Finance Minister Chrystia Freeland delivered the Federal Government's Financial plan and budget for 2023 this week, charting a program heaving on spending in a number of areas.   (posted March  28, 2023) 

Paved Roads ... and lines to go with them! City of Prince Rupert posts RFP for upcoming line painting -- Such are the state of the city's roads, that just a mention that maybe some blacktop is coming gains a strong readership. This week we noted of a Budget Ask for capital funding for roads and BC Bid entry for line marking for the year ahead.  (posted March 30, 2023)

MLA's Week : March 27-30


Fresh from a two week Spring Break, the Members of the Legislative Assembly returned to their duties on Monday, picking up debate on a number of themes; with the issues of health care and public safety gaining some significant attention through the week.

This week also brought to an end the political journey for former Premier John Horan, the Langford-Juan de Fuca MLA.  His resignation from the Legislature announced by the Speaker of the House on Friday. 

That brings a close to the Book of John which began in 2005, culminating in his election and then re-election as Premier.  

His announcement sets the stage for a by-election to fill the seat, that seat will remain empty until the call to the polls by the Premier.

The BC Conservative Party claimed the final bit of news making on the week, announcing that John Rustad had been acclaimed as their new leader, Mr. Rustad crossed the floor earlier in the session, taking on the new allegiance from his previous status as an Independent and Liberal before that.

It was a short leadership campaign, as we noted last week, Mr. Rustad had only indicated his interest in the position last week.

As for the Northwest MLA's the schedule was a light one, with only a few appearances in the listings of the debates and discussions.

On the week, Ms Rice was mentioned once for the week in the  Legislature from March 27-30.

The North Coast MLA used her time in the Thursday morning session to note of the Transgender Day of Visibility, as well as to highlight the visit of Premier David Eby to Prince Rupert and his tour of Prince Rupert Regional Hospital. The MLA offering up some of her own thoughts on the work of staff at the facility.

Ms. Rice was also  active on her Social media stream, noting of some government funding for communities with Emergency Service funding among some of the areas of provincial focus.


The North Coast MLA is also a member of the Following committees:




Ms. Rice serves as the Government's Parliamentary Secretary for Rural health.

The North Coast MLA also addressed a range of themes and relayed  a number of government announcements through her Social Media Stream.

For our readers from the Terrace-Kitimat region, Skeena MLA Ellis Ross  was mentioned twice in the record for the week in the Legislature from March 27-30.

Mr. Ross used the introductions portion of the Monday morning session to introduce his constituency assistants as well as some visitors from the Terrace area, noting of the work of the Sharon Bandstra in a community initiative called the Garage the introductions came at 1:39 PM of the Monday session. 

The Skeena MLA expanded on the work of Ms. Bandstra and the volunteers of the Garage with a presentation to the Legislature later on Monday afternoon.


The Skeena MLA spoke as part of the Committee of Supply session of Thursday afternoon for the Ministry of Environment and Climate Change, sharing thoughts on the electrification plans for LNG, his comments started at 3:50 PM

Mr. Ross serves as the Liberal critic on LNG and Energy

For our readers from the Bulkley Valley area, Stikine MLA Nathan Cullen  was mentioned once  in the record for the week in the  Legislature from March 27-30.

That came as he provided introductions for the Legislature noting of the presence in the Gallery of Charmaine Thom from the Tlingit First Nation and Taku River First Nation  the introduction came at 10:15 AM


Mr. Cullen serves as the Government's Minister of Water, Land and Resource Stewardship.

The Stikine MLA also had comments on a range of themes through his Social Media stream this week

Time to ride! New Recreation area for off road enthusiasts a possibility by this time next year

A new recreation area is being considered for an area
tucked in behind RONA and transiting towards the CBSA yard

A new recreation option for those with dirt bikes, quads and Trail bikes is in the concept phase with a plan for a new track and mud bog under study for an area along the southern side of George Hills Way.

Plans would see the development of two elements for the recreation area, the first is a long running circuit track along the circumference of the proposed site which is located just east of the slough at Cow Bay.

Running to the east of what will one day be the Third Avenue Connector Road and a parking lot for the Cow Bay and Marina Districts, the area to be developed is along where the former fuel tanks were placed in the area of the city that was once the focus for the fishing industry.

Included in the proposal is a small grandstand area to allow for weekend competitions and the prospect of attraction out of town competitors to events to be held at what is tentatively to be called the Rupert Bogs. A destination for outdoor adventurers looking for something just a bit different.

Loads of Muskeg will be harvested from city property around the community, serving to clear those areas for potential housing while making for the second key feature of the project, which will be a huge Mud Bog to be located in the middle of the off road racing trail that will transit around it. The Bog circuit will feature a track that criss crosses the length of the muddy infield.

Funding for the project will come out of both community donations and civic contribution, which could dictate to some fashion how fast the project moves forward. The use of public land and the repurposing of the infamous Rupert Muskeg will work towards lowering costs of development and make for the Civic portion of the program.

Of note for the Bog area, will be a channel that leads to the slough by Cowpuccinos that will funnel water to the Bog through a canal that feeds the area during High Tides from Prince Rupert Harbour. That process is designed to keep the Bog sufficiently muddy to make the transit of the many berms, dips and sharp turns a most messy experience.

Once complete, there will be a schedule created that will designate which days that different users can make use of the site. Early indications suggest that the cycling enthusiasts will be able to put their bikes to the test on Mondays, Wednesdays, Thursdays and Sundays. With Dirt Bike riders and Quad owners getting access to the site on Tuesdays, Fridays and Saturdays.

Leading up to the development of the site will be a need for some extensive research of other track sites in a range of communities. The focus is to take the best ideas from afar and to tweak them a bit to reflect some of the unique elements of the Prince Rupert Rainforest and our climate.

Site prep is planned for later this year, following the creation of a Society to administer the location during the Weekend events. The actual work of creating the Rupert Bogs could start this fall, it's hoped to have the new attraction for the community up and running one year from today.
