City Council Preview: Monday, June 8 2020



How the City will spend its paving money for 2020, how they plan to gain approval for loans for some significant infrastructure and an update on the progress of the Community Plan process make for some of the the key themes for the first meeting of June for City Council members.

As they navigate their agenda for the evening the councillors will also get their first glimpse of the 2019 Annual Report which will be presented to the public by the end of the month as well as receive a request towards some support for a Small Business Liaison position, as well as to bring back Councillor Niesh's request for a conservation officer to be based in Prince Rupert, with Councillor set to approve forwarding the request to the provincial government.

As there has been no indication otherwise, tonight's session is once again expected to be done by way of remote communication and the public remains banned from the Council Chambers as part of the city's COVID response measures.

Council will also host Closed Session tonight, starting at 5PM, it marks the eighth time that Council has closed the doors for a council session this year.

The reasons listed  from the Community Charter towards the exclusion of the public include:

90.1 (c) labour relations or other employee relations; 

(f) law enforcement, if the council considers that disclosure could reasonably be expected to harm the conduct of an investigation under or enforcement or an enactment.

Adoption of Agenda and Past minutes -- Mayor Brain will review the agenda for the evening and Council will adopt the minutes of past meetings.

Report from the Director of Operations  related to a 2020 Capital Paving Program  (See page  10 of the Agenda)

Report from the Chief Financial Officer related to the April 2020 Financial Variance Report (See page  11 of the Agenda)


Report from the Chief Financial Officer related to use of the Alternative Approval Process for loans  (See page  17 of the Agenda)

Report from the City Manager  related to the Official Community Plan Update (see page 30 of the Agenda)

Report from the City Manager related to 2019 Annual Report (see page 35 of the update to the Agenda)

Correspondence for Action 

Request for a letter of support towards Small Town Liaison (see page 49 of the Agenda)

The evening will come to an end with any Additional Items as well as Reports, Questions and Inquiries from Members of Council.

One Item from Councillor Wade Niesh will be discussed: That a recommendation from the May 25th Council session to direct staff to send a letter to the Province of British Columbia to request a conservation officer be based in Prince Rupert.

Council members can also take advantage of the period to offer up any items or concerns that they have for consideration on the night.
