Council Preview: Tuesday, May 23, 2023


The final session for May  takes place this evening, the night one which will bring  a number of Reports forward to Council, the majority related to Variance requests or Zoning Amendments.

Among those two of note are for proposed apartment buildings, one destined for Hays Cove Avenue, the other for another city property, this one to be sold on 9th Avenue West.

Council members will also receive a petition from the public related to a call for repairs to the 4th Avenue Walkway.

The Liquor Licence Amendment for Port City Spirits returns tonight, though briefly with a call for a postponement until June.

The Port City spirits themes and perhaps some of the others on the Agenda will be available for comment from the public if they wish at the start of the Regular Council Session in the comment period.

Council will also hear a presentation from Kaien Trails related to their ongoing work on the Cloudberry Trail project.

The Regular Session 

Tonight's Regular Council session starts at 7 PM and can be viewed by way of the Live Feed from the City Website, or on Cable Television from CityWest Cable channel 10/310.

The session is normally posted to the City's YouTube archive within 24 hours of the session concluding.

Adoption of the Agenda --  The Mayor reviewed the Committee of the Whole Agenda of the May 23rd session and seek approval of Council  towards it. 

Petitions and Delegations -- Council will receive a presentation from Sean Carlson of Kaien Trails. Speaking towards the Kaien Island Trails and Recreation Society.

Approval of Agenda  -- The Mayor will review the Agenda of the May 23rd session and seek approval of Council  towards it.

Report from the Director of Development Services: Re DVP 23-05   -- Council will receive a variance report for a property on Pigott Avenue. Council approved the request.  (see pages 27 - 31 of Agenda)

Report from the Director of Development Services:  -- Council will receive a Zoning Amendment Bylaw for a proposed 40 unit, 5 storey multifamily building on  9th Avenue West. (see pages  67 - 69 of Agenda)

Report from the Corporate Administrator: Re: Liquor Licences Amendment    -- Council will receive recommendation to further postpone a review the Liquor License Amendment to enable a longe area endorsement for 801 Fraser Street to June 12, 2023.

Bylaws

2023  Zoning Amendment Bylaw Number 3506, 2023  -- Council will be asked to provide  first and second reading to the City of Prince Rupert Zoning Amendment Bylaw 3506, to permit child care facilities in all public zones.    (see pages 70 - 72  of Agenda)

2023  Zoning Amendment Bylaw Number 3507, 2023  -- Council will be asked to povide first and second reading to the City of Prince Rupert Zoning Amendment Bylaw 3507, related to development of a multifamily story building with 40 units in the 9th Avenue West area of town. With Council to proceed to a Public Hearing.  (see page 74 of Agenda)

Business Arising

Council Round Table and Public Question Period -- Council members will have opportunity to raise items of interest or concern for consideration.

Adjournment -- The Mayor will bring the session to a close with a call to adjourn.
