City Council Preview: Monday, April 25, 2022

Tonight could make for extensive discussion on Budget themes for Prince Rupert's City Councillors as they prepare to provide direction for city staff on how the final draft of the 2022 Financial plan and Budget will look. 

That item one of the main focal points for this evening's second and final public session for April

An advisory at the top of the Council Agenda Page charts the course of action for the Council sessions which have now returned to the City Hall Chambers and reopened the doors for the public.

The update offers up guidance for the public on how they can participate with the civic process.

Tonight also brings Committee of the Whole component to the evening.

The Committee of the Whole Session  is to feature a presentation from the City's Chief Financial Officer,  who will provide a report on the feedback that staff has received from this years consultation process and then the CFO will seek the Direction of Council towards the preparation of the Financial plan and Budget for 2022.

The public will also have an opportunity to comment on any topic of note or concern as part of the Committee of the Whole.

The Committee of the Whole Session will precede the Regular Council Session at 7PM

The Regular Council session features a range of Reports from the planning department related to Development Variance Permits, Zoning amendments and bylaw items for attention, as well as a progress report on the City's ongoing waterfront development plans from Operations Director Richard Pucci.

Council members will also have opportunity to raise any items or notes of interest at the end of the Regular Council Session.  

If the stars align and the gremlins have been resolved, Tonight's Council session can viewed by way of the Live Feed from the City Website, or on Cable Television from CityWest Cable Channel 10/310.

The session is normally posted to the City's YouTube archive within 24 hours of the session concluding.

The acquisition, disposition or expropriation of land or improvements, if the council considers that disclosure could reasonably be expected to harm the interests of the municipality. 

That meeting tonight marks the  Eighth Closed Session hosted this year by Council to date.

Council will receive a Presentation from Chief Financial Officer, Corinne Bomben, who will provide a report for Council on the feedback staff has received from the public on the 2022 Budget Process and then the CFO will seek the Direction of Council for the Financial plan and budget preparation process for this year.

REGULAR SESSION OF CITY COUNCIL

Adoption of Agenda and Past minutes -- The Mayor will review the agenda for the evening and Council will adopt the minutes of past meetings.

Reports and Resolutions

Report from Planning Re: Temporary Use Permit for 511 Cotton Street   -- Council will hear a report from the Planning related to a request for a Temporary use permit for the use of a container for temporary storage while renovations are taken on the primary residence  (see page 10 of the Agenda package)

Report from Planning re: Development Variance Permit  -- Council will hear a report from planning related towards a Development Variance Permit for a property at 1107 -- 11th Avenue East  (see page 16 of the Agenda package)

Report from Planning  -- Council will hear a report from planning related towards a Development Variance Permit for a property at 1130 -- 11th Avenue East  (see page 25  of the Agenda package)

Report from Director of Operations  -- Richard Pucci will provide Council with an update on the City's Waterfront project  (see page 33  of the Agenda package)

Bylaws

Report from Director of Operations --  Road Closure Bylaw -- Council will be asked to provide Third Reading of the Closure Bylaw and to send the Bylaw to the Ministry of Transportation for approval  (see page 35 of the Agenda package)

Report from City Manager/Planner -- Business Regulations and Licensing Bylaw --  Council will be asked to provide Fourth and Final Reading of the Bylaw.  (see page 38 of the Agenda package)

Report from Planning Re Zoning Amendment Bylaw  -- Council will be asked to provide first and second reading of the Bylaw to permit for a number of changes of a housekeeping nature and to clarify some language,  Council will also be asked to have the Bylaw proceed to public hearing  (see page 55  of the Agenda package)

The evening will come to an end with any Additional Items as well as Reports, Questions and Inquiries from Members of Council.

Council members can  take advantage of the period to offer up any items or concerns that they have for consideration on the night.
