The Prince Rupert RCMP have released details into a Sunday evening incident in the 300 block of Second Avenue West as members of the detachment responded to a report of a man laying down in the doorway of a business.
The information release was issued at 9:11 Sunday evening providing the details from the RCMP media relations office, related to the incident which took place at 7:15 PM.
An officer arrived on scene and requested a second member as he recognized the man from previous interactions and he knew him to have a history of violence. The officers determined the man was intoxicated in public and unable to care for himself, he did not provide a safe place he could stay for the night and therefore he was placed under arrest.
When the officers went to secure the man in handcuffs for their safety and for the purpose of transporting him to the detachment the man refused to comply with their lawful orders. Officers updated their partners on shift that the man was resisting and all available officers responded immediately.
The man continued to not follow directions from officers despite pain compliance methods being used, the decision was made to deploy a conducted energy weapon (CEW), more commonly known as a taser, in the probe mode, which induces pain. The man was given one cycle of the probe mode and immediately upon receiving it he complied and officers were able to secure him safely.
The man was offered to be assessed by BC ambulance services, however, upon their arrival at the detachment the man was aggressive and the paramedics did not feel safe assessing him further.
The man will be held in custody overnight until he is sober and able to care for himself, he will be released on an undertaking for obstruction (resisting arrest).
As part of their information release, the RCMP note of a video that is currently circulating online related to the incident. They ask for those who may have witnessed the incident to provide a statement to police.
