City seeks services of an Operations Manager as part of Contractor Services agreement towards elements of water system


The latest call for proposals from the City of Prince Rupert is turning the city's attention to its plans for Operation of the city's Water Supply, Treatment, and Distribution System and Wastewater Collection System.

The Call for proposals part of a BC Bid notice posted to the provincial website on Wednesday.

The Background to the call for proposals, outlines the scope of the plans for a Contractor Services Agreement and what it would take on:

Through this Request for Proposal, the City of Prince Rupert is seeking Proposals from qualified operating companies ("Supplier") interested in providing a full-time Operations Manager under a Contractor Services Agreement for the operation, maintenance, and management services of the City's Water Supply, Treatment, and Distribution System and Wastewater Collection System (collectively, the "System"). 

The City intends to enter into a Contracting Services Agreement for 1 year, subject to Proposal evaluation and Budget approval.

What is required of the successful applicant is also outlined as part of the intrdouction to the contract opportunity. 

In their role as the City's contracted Operations Manager, the Supplier's employee will be in a visible position and will have considerable contact with the public, must always be demonstrating sound judgment and a high degree of tactfulness and diplomacy in dealing with customer complaints and difficult situations. 

This individual will be responsible for maintaining and repairing the City of Prince Rupert's Sewer and Wastewater systems by managing technically trained staff and City assets. 

This role requires an individual who is an excellent communicator with a demonstrated track record of leading people and projects related to municipal infrastructure construction, operation, and maintenance. 

In addition, the Operations Manager needs to keep up-to-date on safe work practices and legislation and monitor, correct, and implement techniques on the job site to promote safe, efficient, and cost-effective operations.

The Deadline for those interested in applying to the Call for proposals has been set for November 27th.

One year ago, a proposed call for partnership plans on water infrastructure provided for an extensive discussion for Council and the community. 

Part of that commentary had the City's Mayor, Councillors and staff exploring the challenges of operations of the city's water infrastructure.


There was no mention of the City's latest RFP towards water planning, as part of the report on major projects for the night, a report that generated no questions from the Council members.
