City Council Session Preview: Tuesday, April 11, 2023


The first opportunity for Public Engagement on the 2023 Civic Budget makes for one of the main elements for the first City Council session for April; with the public participation segment coming off the start following a presentation from the Chief Financial Officer.

The remainder of the session is made up of a number of items on the Consent Agenda which could make for Council discussion if they wish, among some of those of note, include reports from the Fire Chief, Planning Department and Communications office, the latter wit a look ahead to some public engagement on the future for Mariner's Park.

The City's Operations Manager, Richard Pucci will also provide an update on the city's water infrastructure challenges and plans for replacement.

A pair of reports related to quests for Funding for a pair of initiatives and a Bylaw vote to change the fees for the Cow Bay Marina.

Council Members will also have opportunity to raise items of note at the end of the session.

The Regular Session 

Tonight's Regular Council session starts at 7 PM and can be viewed by way of the Live Feed from the City Website, or on Cable Television from CityWest Cable channel 10/310.

The session is normally posted to the City's YouTube archive within 24 hours of the session concluding.

There are only a few items of business ahead for the City Council members, two Staff reports and the final reading for the City's Adjudication Bylaw.

Council Members also have a Closed Session scheduled for 5 PM, that features three elements of the Community Charter applied towards closure to the public, that includes:

(a) personal information about an identifiable individual who holds or is being considered for a position as an officer, employee or agent of the municipality or another position appointed by the municipality; 

(e) the acquisition, disposition or expropriation of land or improvements, if the council considers that disclosure could reasonably be expected to harm the interests of the municipality; and,

(j) information that is prohibited, or information that if it were presented in a document would be prohibited from disclosure under section 21 of the Freedom of Information and Protection of Privacy Act

Council also has a Special Regular Council Session planned for 5PM, no details of the agenda for that session have been provided

REGULAR SESSION OF CITY COUNCIL

Adoption of Agenda and Past minutes -- The Mayor will review the Agenda for the evening and seek approval of Council to accept it.

Presentation -- The City's Chief Financial Officer, Corinne Bomben, will make a presentation related to the 2023 Draft Budget.

Public Comments regarding Agenda items -- Members of the Public will have opportunity to comment on the Draft Budget plans or any other item listed as part of tonight's Agenda Package.

Recommendation

Staff Reports

Report from the Manager of Communications, Engagement and Social Development re: Support for Emergency Operations Centre UBCM capacity funding -- Council will hear a recommendation to support the City's application to UBCM for Emergency Operations Centre Funding for the Radio System Reliability Upgrade Project for $30,000, including staff time to implement the project and  to provide overall grant management.

Report from the Manager of Communications, Engagement and Social Development re: Support for Funding Request to UBCM to support Reconciliation Committee Activities -- Council will hear a recommendation to support the City's application to UBCM's Urban  Communities Partnering for Reconciliation Funding Program for $1,000 to support coordination and event costs from the Reconciliation Committee.

Bylaws

Cow Bay Marina Fees and Regulations Amendment Bylaw  -- No. 3516, 2023 -- Council will be asked to give first, second and third readings of the Bylaw.

Business Arising

Council Round Table and Question/Comment Period -- Council members will have opportunity to raise items of interest or concern for consideration.

Adjournment -- The Mayor will bring the session to a close with a call to adjourn
