City Council Preview: Monday, October 22, 2018



It's a milestone night for City Council marking the final evening of work for the council membership elected in 2014 and offering an opportunity to bid farewell to Councillor Joy Thorkelson who brings her thirteen years of elected service to the community to an end with this evening's session.

As for the work ahead for Council, things don't appear to be too taxing for their final get together, as the members have a short agenda on tap for the night, set to receive a number of reports, correspondences for action and to deal with one Bylaw requirement.

Among the topics of the night, a review of the bidding process for the Woodworth Dam project and the awarding of the contract for that major infrastructure project and a look at the Community Enhancement Grant requests for the next year.

As the council session is the last of the month, there normally would be a Committee of the Whole Session and an opportunity for the public to raise questions or concerns of Council, however there is no meeting listed on the City's agenda page for this month's session.

Council will however meet in a Closed Session at 5 PM prior to Monday's Regular Session, the need to go behind the closed doors was explained through the Community Charter as follows:

(c) labour relations or other employee relations

 (k) negotiations and related discussions respecting the proposed provision of a municipal service that at their preliminary stages and that, in the view of the council, could reasonably be expected to harm the interests of the municipality if they were held in public.

Report from the Director of Recreation and Community Service: Re Community Emergency Preparedness Fund Grant Application for Prince Rupert Emergency Social Services. -- Council will receive a report from David Geronazzo, Director of Recreation and Community Services, who will outline the elements involved in a Grant Application towards funding of 11,000 dollars for the city's Emergency Social Services Program. (see page 7 of the Agenda)

Report from the Chief Financial Officer -- Re: 2019 Community Enhancement Grants  -- Council will receive a report from Chief Financial Officer Corrine Bomben,  who will provide information related to the 2019 Community Enhancement Grant program and then seek the direction of council for how to approach the program for the next year. (see page 9 of the Agenda)

Report from the City Manager  -- Re: Woodworth Dam Replacement Project  -- Council will receive a report from City Manager Robert Long, who will review the recent bid process for the City's Woodworth Dam replacement project at a cost of $16,534,550.25 plus GST, providing a recommendation that the contract be awarded to Eiffage Canada Inc (see page 12 of the Agenda)

Correspondences for Action 

Email request from Katrine Conroy, Minister of Children and Family Development, asking for a proclamation to declare October 2018 as Foster Family Month in the City of Prince Rupert. (see page 13 of the Agenda)

Memo from Rotary Club of Prince Rupert, seeking a proclamation to Declare October 24, 2018 as World Polio Day in the City of Prince Rupert (see page 14 of the Agenda)

Bylaws

Report from the Corporate Administrator Rory Mandryk -- Re: Amendment to Bylaw 3431, 2018 -- With the shift in the timetable of the Municipal election period, Council will be asked to modify the existing procedural bylaw to change the first meeting of the newly elected council to the first Monday in the month following the general local election.  (see page 16 of the Agenda)

The evening will come to an end with any Additional Items as well as Reports, Questions and Inquiries from Members of Council.

Council members can also take advantage of the period to offer up any items or concerns that they have for consideration on the night.
