City Council Preview, Monday, June 13, 2016
A scheduling change marks the first item of interest for this evening's Council session, with the City cancelling the planned Public Hearing set for tonight, a hearing that was related to the Official Community Plan Amendment Bylaw. A note added to the cancellation notice advises that the rescheduled date will be announced at a later date.
With that cancellation, the work load on the evening also gets shortened quite a bit, as the City tables for consideration until a date in the future the adoption of the City of Prince Rupert Impact Assessment Bylaw and the Adoption of the City of Prince Rupert Quality of Life Official Community Plan Amending Bylaw.
As well, the city will table first, second and third readings of the proposed Park Dedication Removal and Disposal bylaw, putting that process on hold in order to obtain required information.
With those procedural issues out of the way, the rest of the evening will feature a range of reports, resolutions from Closed meetings and Bylaw issues to consider.

Council will also host a session at 5 PM closed to the public, to address items related to:
negotiations and related discussions respecting the proposed provision of a municipal service that are at their preliminary stages and that, in the view of the council, could reasonably be expected to harm the interests of the municipality if they were held in public.

Report from the Communications Manager on the 2015 Annual Report -- Council will receive an overview of the 2015 Annual Report and set a date of June 27th for a Public Meeting to allow for public comment on the document. (see page 10 of the Original Agenda)
Report from the City Planner for an Application for a Development Variance for a property on Ambrose Avenue -- Council will receive information related to the request for the variance and the recommendation to move it forward to the public notification process. (see page 72 of the Original Agenda)
Correspondences for Action
Resolutions from Closed meetings -- Council will release information from the May 9th Council session re-appointing Dale White, as wall as to appoint Heather Rose, Andrea Wilmot and Jagdev Uppal to the Prince Rupert Library Board.
In addition to the Library Board announcement, Council will release information from the May 30th Council session awarding the contract to build the 2016 Custom Pumper Truck for the Prince Rupert Fire/Rescue Department to Rocky Mountain Phoenix (Rosenbauer) and approved the financing of the truck through the Municipal Financing Authority
Bylaws mark the next item of the Agenda on the night and makes for a short list of items to be addressed.

The evening then moves on to Additional Items from Council members, as well as Reports, Questions and Inquiries from Members of Council.
Council will also hear an update from the Mayor on the Housing Committee.
Councillor Thorkelson is scheduled to introduce a motion to Council seeking a resolution from Council to write the NEB and Federal Government asking them to reject the request for an extension to Enbridge Northern Gateway Project sunset clauses. At the same time Council will also be asked to include in that correspondence it's intention to inform the NEB and Federal Government of the City's support for a legislated ban on oil-tanker traffic through Dixon Entrance, Hecate Strait and Queen Charlotte Sound in British Columbia ( see page 117 of Original Agenda )
