Council Preview: Monday, October 25, 2021



It's shaping up as a rather short Council Session for the final of the two October sessions tonight, with Council members only looking at three items on the Agenda for this evening's get together by Zoom.

The City continues to meet by remote measures, with the explanation towards the process outlined on the City of Prince Rupert website.

In accordance with current Provincial Orders, scheduled Regular Council Meetings have moved to a remote format for public access – available on Citywest Cable Channel 10/310, and live streaming at www.princerupert.ca/live. 

Videos of the City’s Council meetings are also posted to YouTube in the days following the meeting. In the interests of public health and safety, at this time no one will be permitted into City Hall to view in the gallery, in order to ensure we can maintain physical distancing requirements. 

Staff and Council attendance is also limited, with most calling in via conference. Thank you for your understanding.

For tonight, the three elements include a Development Variance Rupert, a letter of support and actions to observe Métis Nation week next month and a report from the City's Chief Financial officer with the August variance report.

Tonight, as the second meeting of the month, is a Committee of the Whole night, allowing for participation of the public on items that they may have to raise with Council.

Though with the COVID measures in place that too has some special instructions for residents to follow:

The Committee of the Whole is proceeding in an adjusted format abiding by Ministerial orders. Those wishing to ask a question of Council are invited to do so in the following manner: 

By email to the Corporate Administrator at rosamaria.miller@princerupert.ca, or 

By leaving a voice mail at 250-627-0963. As per regular Committee of the Whole procedures, your full name and address will be required. All comments must be received no later than 4:00 pm Monday, September 20th. Submissions will be read aloud by the Corporate Administrator to Council during the Committee of the Whole. 

Physical public attendance has been suspended due to COVID- 19 protocols. 

Alternatively, a Zoom link for the Committee of the Whole may be requested from the Corporate Administrator prior to 4pm

As for the Committee of the Whole session, Council will receive a presentation from Jessica Friesen from Station 684 in Prince Rupert, who will speak on themes of Community Paramedicience

Council will also host a Special Council Session at 5PM,  the meeting closed to public for the reasons cited below:
 

Personal information about an identifiable individual who holds or is being considered for a positon as an officer, employee or agent of the municipality or another position appointed by the municipality

The acquisition, disposition or expropriation of land or improvements, if the Council considers that disclosure could reasonably be expected to harm the interest of the municipality. 

The meeting tonight marks the nineteenth such closed discussion session hosted this year by Council

REGULAR SESSION OF CITY COUNCIL

Adoption of Agenda and Past minutes -- The Mayor will review the agenda for the evening and Council will adopt the minutes of past meetings.

Reports and Resolutions

Report from  Planning -- Development Variance Permit Request -- Council will hear from City Planner and soon to be City Manager Rob Buchan, he will be speaking towards a request for a Development Variance Permit for a property on First Avenue West, with a recommendation to forward it to the notification process  (see page 9 of the Agenda package)

Report from Corporate Administrator  Request from Metis nation  -- Council will receive a report from Corporate Administrator Rosa Miller, who will relay a request that the City of Prince Rupert join the Metis Nation in Canada in honouring the Métis Indigenous People in the province of British Columbia and Prince Rupert. The Society is also asking Council to proclaim November 14-20 as Métis Awareness Week and to raise the Métis Infinity Flag at Prince Rupert City Hall. (see page 10 of the Agenda package)

Report from Chief Financial Officer Corrine Bomben, August variance Report  -- Council will receive a report on the August Financial Variances.  (see page  12 of the Agenda package)

The evening will come to an end with any Additional Items as well as Reports, Questions and Inquiries from Members of Council.

Council members can  take advantage of the period to offer up any items or concerns that they have for consideration on the night.
