City Council Preview, Monday, June 8, 2015


The first meeting for June finds the city's council members set to examine a number of items on the evening, with a number of reports to be delivered from City staff members on a range to topics.

Among some of the topics up for discussion tonight, a request for a Rainbow crossing to be painted across one of the city streets, a look for some progress on the expansion of the land fill site and a review of the Auditor's Financial Statements recently provided to the City's Financial officer.

As well, some by law items will be addressed, including a move to amend the Official Community Plan related to the proposed housing development on Park Avenue near the BC Ferry Terminal, along with a bid to allow for office space in residential homes.

Council will also be provided with a presentation related to the launch of the City's Go Plan Survey which starts today and continues on through the 18th of June.

In addition to the items of the Regular Meeting, Council will once again also sit in a closed session this evening starting at 5 PM .

The session that is closed to the public will consider: negotiations and related discussion respecting the proposed provision of municipal services that are at their preliminary stages and that, in the view of the council, could reasonably be expected to harm the interests of the municipality if they were held in public

It marks the thirteenth time that Council has offered a public notice as to the need to go into a Closed Session since this council took office in December.

Report from the City Manager regarding the proposed Rainbow Crosswalk -- Staff will outline for Council the nature of the proposed painting of a crosswalk in Rainbow Colours, designating the crosswalk at the Atlin Terminal at the Cow Bay Cafe as the best location, the cost to put the crosswalk in place will be  (see page 9 of the Agenda Package)

Report from the Engineering Coordinator regarding the awarding of a contract  for the Landfill Development Phase 2 process.  -- The process of approval for the Phase Two development will see a recommendation to award the contract to Coast Industrial Construction at a cost of (see page 10 of the Agenda Package)

Report from the Chief Financial Officer who will present the 2014 Audited Financial Statements  -- The City's Financial Officer will outline the Statements compiled by Auditors Carlyle and Sheppard with the recommendation that Council accept the Statement by resolution (see page 12 of the Agenda Package)

Should there be any resolutions from Closed meeting to announce they will then be outlined.

Report from the City Planner -- Regarding Proposed Zoning Amendment Bylaw No. 3372 to Allow Office Space in all Multiple Family Residential Zones, Specifically for Non-Market and Non-Profit Facilities. (see page 47 of the Agenda Package)

Report from the City Planner -- Regarding Application to Amend the Quality of Life Official Community Plan and Zoning Bylaw at Park Avenue (see page 58 of the Agenda Package)

Report from the Engineering Coordinator -- Regarding Prince Rupert Development Cost Charges Bylaw No. 3375 (See page 92 of the Agenda Package)

The evening then wraps up with Additional Items from Council members, as well as Reports, Questions and inquiries from Members of Council.

The City Planner will make a presentation related to Housing Committee developments outlining some of the background the City's Go Plan Survey
