City Council Preview: February 25, 2019



The second month of Council's public work will come to an end with this evening's Regular Council Session and Committee of the Whole Session,

The latter offering the monthly opportunity for public feedback on topics of concern or interest to residents of the city.

Two presentations are listed on the Agenda for the COW session on the evening, with Susan Marsden the Director/Curator of the Museum of Northern BC to provide a community update.

Also appearing in the Committee of the Whole will be Luanne Roth of the T Buck Suzuki Environmental Association. She will be raising concerns for the Skeena Estuary related to anchoring issues in the Prince Rupert harbour area.

The Regular Session Agenda features a range of reports with Council remuneration, the Finance Department's Budget presentation, authorization for a municipal loan, and a grant application for the CNR building on the waterfront all part of the night's listings.

As well Council members will be asked to send a zoning variance to final consideration, as well as to consider a request to change the covenant related to the property known as the Neptune Inn on Chamberlin Avenue.

City Council members will also meet behind Closed Doors on Monday with a Special Closed Session planned for 5 PM, the Council membership citing one element of the Community Charter for the closed session.

Adoption of Agenda and Past minutes -- Mayor Brain call the meeting to order and then will review the COW agenda for the evening and Council will adopt the minutes of past meetings.

Presentation from Luanne Roth, representing the T Buck Suzuki Environmental Association -- A presentation and request for a letter related to concerns on anchoring safety in the Skeena Estuary. (see page 2 of the COW Agenda)

REGULAR SESSION OF CITY COUNCIL

Adoption of Agenda and Past minutes -- Mayor Brain will review the agenda for the evening and Council will adopt the minutes of past meetings.

Representatives of the Select Standing Committee  on Mayor and Council Remuneration will provide a report for Council's consideration   (see page 7 of the Agenda)

Chief Financial Office Corinne Bomben will speak to her 2019 Budget Presentation

Reports and Recommendations

Report from the Chief Financial Officer   -- Ms. Corinne Bomben will deliver her 2019 Budget Presentation to Council  (see page 8 of the Agenda)

Report from the City Planner    -- Council will hear a report from the City planner related to an application for a Development Variance permit for Edward Avenue, with a recommendation to to take the process to Final Consideration  (see page 9 of the Agenda)

Report from the City Planner -- Council will hear a report on a request to Discharge a Covenant for 1051 Chamberlin Avenue to return the property once known as the Neptune Inn to its zoning as a commercial zone for use as a traveler accommodation and restaurant   (see page 18 of the Agenda)

Report from the Chief Financial Officer -- Ms. Bomben will provide the details towards the authorization of short term borrowing of $1,150,000 from the Municipal Finance Authority, for the purpose of an upgrade to the RCMP Detachment Cell and to purchase and installation of the Public Works office Complex; repayment of the loan is to be made over  a five year period (see page 32 of the Agenda)

Report from the Communications Manager --  .Ms. Veronika Stewart will outlined the nature of an application for a grant for the refurbishment of the CNR Station Heritage Building (see page 33 of the Agenda)

The evening will come to an end with any Additional Items as well as Reports, Questions and Inquiries from Members of Council.
