City Council Preview: Monday, February 11, 2019




There may not be much on the Agenda for City Council's First meeting of February, but what is on the to do list for the night could make for some interesting viewpoints from the members of council as the evening moves forward.

Council has three reports to review on the night, one exploring impacts on the City of a proposed rate increase for BC Transit Service to and from Port Edward and how that will be addressed for transfer provisions onto other Prince Rupert routes in the city.

The city's ongoing quest to develop a retail cannabis industry will also be back for a public overview, with Council set to respond to comments related to the application for the High Culture Cannabis location proposed for the Five Corners area at Park and Third Avenue West.

What level of service that the Prince Rupert Fire/Rescue Department will provide in the future will also be the subject of review, as Council receives a report from the Fire Chief recommending a change in the local bylaw to reflect a service focused on an Exterior Fire fighting approach.

A development Variance permit request related to a property on Edward Avenue will also be up for review by council.

City Council members will also host a Closed Door meeting prior to the regular council session tonight,  with a Special Closed Session planned for 5 PM, the Council membership citing two elements of the Community Charter for the closed session.

(k) negotiations and related discussions respecting the proposed provision of a municipal service that are at their preliminary stages and that, in the view of the council, could reasonably be expected to harm the interests of the municipality if they were held in public.

(l) discussions with municipal officers and employees respecting municipal objectives, measures and progress reports for the purposes of preparing an annual report under section 98 [annual municipal report].

Report from the City Planner - Development Variance Permit  -- A request for a variance on a residential property on Edward Avenue will be considered by Council. (see page 9 of the Agenda)

Report from the Manager of Transportation and Economic Development -  BC Transit Service Options - District of Port Edward Fare Change --  Council will review how a change in the fare structure for the District of Port Edward service may impact on transfer arrangements with the City's Transit Service . (see page 18 of the Agenda)

Report from the Manager of Community Development -- Municipal Referral for Cannabis Retail Store at #4-1100 Park Avenue  -- Council will review the result of a call for correspondences related to the proposed High Culture Cannabis location proposed for the Park Avenue area  (see page 23 of the Agenda)

Bylaws

Report from the Fire Chief - Fire Control and Protection Amendment Bylaw  -- Council will review the report from Fire Chief Dave McKenzie that will ask for a change to the local bylaw to reflect a shift in the Fire Department Service level from its current listing as a Full Service operation level, to that of an Exterior Service Operation level.  (see page 37 of the Agenda)

The evening will come to an end with any Additional Items as well as Reports, Questions and Inquiries from Members of Council.

Council members can also take advantage of the period to offer up any items or concerns that they have for consideration on the night.
