City Council Preview, Tuesday, September 2, 2014


Summer for the most part is a memory for many on the North Coast, and with the arrival of September members of Prince Rupert Council settle in for their final months of work on the calendar year and the lead up period to November's Municipal Elections.

The first of two sessions for September provides for a fairly light workload for Council's attention, a presentation to council, a request for a proclamation and a revisit of the purchasing policy among some of the items of interest on the night.

One Agenda item that may catch the attention of many in the community is the release of information from one of the City's past Closed Meetings, where the city will outline the nature of a contract awarded to dismantle the mill site.

On the topic of the many Closed sessions of this council, before they take to the open portion of their Tuesday night session, Council will once again take to behind closed doors, with  a Closed Session of Council to take place in the early evening.

The notice for the September 2nd version of the Closed Session provides for a topic which offers up little as to the nature up for discussion, but provides for a pair of items which Council feels cannot be discussed in open session.

That Council hereby declares that the meeting held at 5:00 p.m. on Tuesday, September 2nd, 2014 is to be closed to the public and that the basis of that closure is that the item(s) on the agenda of this meeting comply with the following closed meeting criteria specified in Section 90 of the Community Charter: 

90.1  (a) personal information about an identifiable individual who holds or is being considered for a position as an officer, employee or agent of the municipality or another position appointed by the municipality; and

(e) the acquisition, disposition or expropriation of land or improvements, if the council considers that disclosure could reasonably be expected to harm the interests of the municipality. - Sale and/or Leasing of City property.


When Council is finished with its Closed Session business, they will then tackle the items of interest on the night for their Regular Council Agenda, the listing of which can be found here.

The session starts off with the regular adoption of agendas and minutes.

Council will receive a presentation from Tony Pesklevits, from the Ministry of Forestry, Lands and Natural Resources who will provide an update on Angling Management in the region.

Any unfinished business of Council is then up for discussion on the night. Followed by a pair of reports from the City's Chief Financial Officer.

Ms. Bomben will deliver her monthly Finance Report for July (Page 7 of the Agenda)

As well, she will then revisit her Purchasing Policy plans of August 18th, having been asked by Council to bring it back for consideration at the September 2nd session (Page 13 of the Agenda)

Council will then receive a Request from the Prince Rupert FASD Adhoc Committee, seeking a proclamation  of September 9 as International FASD Awareness Day (Page 36 of the Agenda)

Resolutions from Closed Meetings will mark the next item on the Agenda, as Council authorizes a contract award to Stantec engineering for the Removal and Dismantling of the Former Mill Site

By-Laws and Development wind down the night, with a Report from the Chief Financial Officer on planned amendments to the Permissive Property Tax Exemption Bylaw (Page 37 of the Agenda Package)

Any Additional Items from Council Members are next on the night

The evening then wraps up with Reports, Questions and inquiries from Members of Council, as well as the Mayor's Report, which is then followed by adjournment.

Following tonight's session Council takes another three weeks away from the grind of municipal governance, next meeting in Regular public session on September 15th.
