City Council Preview, Tuesday, November 12, 2013


The final gathering of City Council before the Municipal by-election will bring the collective up to full strength finds the councillors with a rather light agenda to work with.

Tuesday's Council session featuring a review of the Boundary Extension proposal, a report on this year's snow plowing option and the status of a retaining wall on the west side as well as the prospect of supporting a grant application for the Airport among their discussion points on the night.

However, Tuesday's work will start with another special session of Council, one closed to the public  a session set to discuss the acquisition, disposition or expropriation of land or improvements to land at Watson Island.  As well, in closed session Council will review and discuss personal information about an individual who is being considered for a position as a officer, employee or agent of the municipality, or another position appointed by the municipality.

Once those items have been checked off the to do list, Council will reconvene at 7 PM for it's Public session, the full Agenda for which can be viewed here.

Following the usual adoption of agenda and past minutes, Council will receive any petitions and delegations and tackle any unfinished business.

They will receive a report from the City Planner regarding the Boundary Extension--  With a recommendation that Council instruct administration to submit the necessary documentation to the Ministry of Community Services requesting that the boundary expansion include municipally owned property (Lot 444) excluding privately held properties. (particulars can be found on page 8 of the Agenda package)

Council will also consider a Report from the General Manager of Engineering and Public Works -- Providing Council with his thoughts on the subject of plowing snow to the Centre of Roads this winter (Particulars can be found on page 10 of the Agenda Package)

The General Manager of Engineering and Public works will then provide a review of the status of the Retaining Wall at Atlin Avenue and 17th Street. The report is a follow up to a request for more information from Council of last meeting (Details on the report can be found on page 14 of the Agenda package)

Report from the Finance Manager regarding a "Stuff the Bus Food Bank Drive" -- Council will learn more about the charity food drive and be asked to offer its support to that cause (more details on the proposal can be found on page 14 of the Agenda Package)

The Final report to Council will come from the Corporate Administrator, with background on a Grant Application for the Prince Rupert Airport-- Council will be asked to provide a resolution of support to assist the airport in accessing a 250,000 dollar grant for Airport improvements (see details on the grant application from page 16 of the Agenda Package)

Any additional items will then be up for review, including any Correspondences for Action and Resolutions from Closed Meetings.

Council will then consider the Mayor and Council Indemnity Amendment Bylaw, with a recommendation that Council adopt it. (Details can be found on Page 18 of the Agenda)

The City Manager will then provide his report for the night.

The evening wraps up with Reports, Questions and Inquiries from Members of Council.

The next public session of Council will take place on November 25.
