City's future sewer planning starts with Request for Proposals process

The City is starting the process of reviewing some of its

The City of Prince Rupert is in the early stages of its planning for a pair of waste water projects for the future, with two Request for Proposals posted to the BC Bid website on Monday to chart some of the future work ahead on the water infrastructure to do list.

The first is a call for proposals for a study and design to eliminate the city's current Outfall C location near the old CN dock and redirect it before it reaches the CN tracks. The are of interest is that portion of the waterfront west of the Lightering Dock at Rotary Waterfront Park.

From their call for Bids of Monday, the City is looking to conduct a Study, and with City approval a detailed design that will meet the City of Prince Rupert’s objective to Redirect Outfall C into neighboring outfalls. The intent of this study/design is to eliminate Outfall C, redirect it before reaching the CN tracks, and re‐establish the beach where Outfall C currently resides.

The scope of the project includes:

Provide the City with a conceptual construction cost estimate for sanitary pipeline installation

Provide the City a detailed design with survey of the new alignment

Provide the City with a detailed construction cost estimate for sanitary pipeline installation 

Submit a draft Final Report for review

Assist the City and in consulting with any other regulatory authorities to ensure that the recommended design will be acceptable

Submit a Final Report.

An information meeting for proponents is to be held October 2nd at City Hall to provide for an overview of the project and RFP requirements.

The Closing date for Bids is 2PM on October 16th.

The second of the infrastructure is a request for bids for proposed work in the city's industrial park area.

In that Request for bids, the City is seeking to conduct a Study, and with City approval a detailed design that will meet the City of Prince Rupert’s objective to study and properly design a storm water management plan of the Prince Rupert Industrial Park. The intent of this study/design is to properly learn the effects of storm waste water in the industrial park as well as implement a design/strategy that can handle various classes of storm events.

Among some of the expectations from the call for bids are:

Submit to the City a conceptual design for approval a new storm water management plan of the entire industrial park area including proposed size, material, culverts, ditching with alternate route considerations 

Provide the City with a conceptual construction cost estimate for storm management plan installation

Provide the City with a detailed construction cost estimate for storm management plan implementation

Assist the City and in consulting with any other regulatory authorities to ensure that the recommended design will be acceptable and Submit a Final Report and Design.

An information meeting for proponents is to be held October 4th at City Hall to provide for an overview of the project and RFP requirements.

The Closing date for Bids is 2PM on October 18th.

Time lines for work on both of the proposals has yet to be determined.
