The final Council session before electors have their say comes tonight, as the incumbent members for the 2022 election and those set to depart the political scene for now take on a few final policy items before the end of their term.
The session will start with a proposal for the outgoing Mayor to forward a correspondence to the Premier and Cabinet to request immediate action towards funding for the city's infrastructure renewals.
Council will also review a request for a Temporary Use Permit for a site on the Industrial Park waterfront to be used for a shipwrecking site.
Two significant policy items will be up for approval tonight, with the Council asked to approve a Framework for Reconciliation Policy document, as well as an Action Plan towards the City's goals for Low Carbon Resilience on climate.
Two financial themes also make for the Council session tonight, a Bylaw that will see some changes made for fees for the Airport Ferry and Ground Transportation to the Digby island Airport.
Council will also provide the final reading of the Bylaw to authorize borrowing for the RCMP detachment build at McBride and Third Avenue East.
Tonight's Council session starts at 7PM and can viewed by way of the Live Feed from the City Website, or on Cable Television from CityWest Cable Channel 10/310.
The session is normally posted to the City's YouTube archive within 24 hours of the session concluding.
Council members will host their seventeenth Closed session as well tonight, the 5PM session closed to the public owing to the following:
(a) personal information about an identifiable individual who holds or is being considered for a position as an officer, employee or agent of the municipality or another position appointed by the municipality.

REGULAR SESSION OF CITY COUNCIL
Adoption of Agenda and Past minutes -- The Mayor will review the agenda for the evening and Council will adopt the minutes of past meetings.
Reports and Resolutions
Recommendation -- Council will be asked to authorize the Mayor to send a letter to the Premier and Cabinet requesting immediate action on providing funding and new/restored revenues to enable the City of Prince Rupert to respond to critical infrastructure renewals as soon as possible.
Report from Planning - - Temporary Use Permit Application -- Council will receive a recommendation to proceed with approval for a Temproray Use permit towards a ship-wrecking site on Metlakatla Road (see page 9 of the Agenda package)
Report from Communications Manager - Framework for Reconciliation Policy Document -- Council will be asked to adopt the policy framework and direct staff to action on items within the framework (see page 15 of the Agenda package)
Report from Planning -- Prince Rupert Low Carbon Resilience Climate Action Plan -- Council will receive a report from Planning and will be asked to provide support for the Low Carbon Resilience Climate Action Plan. As well as to direct staff to allocate time for th over-all project including grant management, public engagement and communication . (see page 22 of the Agenda package)
Bylaws
Report from the Chief Financial Officer / Deputy City Manager - Digby Island Ferry and Prince Rupert Ground Transportation,, Systems Tarrifs and Charges Amendment Bylaw No. 3503,222 . Council will receive the report and be asked to provide First, Second and Third readings to the proposed changes (see page 44 of the Agenda package)
Report from Chief Financial Officer -- Police Detachment Temporary Borrowing Bylaw --Council will be asked to provide Fourth and Final reading the to bylaw and the borrowing provisions (see page 48 of the Agenda package)
Permissive Tax Exemption Bylaw -- Council will be asked to give Fourth and Final reading for the Bylaw.

The evening will come to an end with any Additional Items as well as Reports, Questions and Inquiries from Members of Council.
