Contract for Shawatlan Raw Water project on agenda for Council tonight

While the focus may be on Budget issues at Prince Rupert City Council tonight, another item of some interest will also be up for discussion, as city councillors consider the recommendation from the city's Director of Operations on a contract award for the Shawatlan Raw Water Pipeline project.

Tonight's Council session will feature a report from Richard Pucci, who will offer up an update on the progress of the project and outline which company City staff and a consulting engineering firm is recommending to receive the contract award.

From the Open Tender process launched by the City an original list of nine was whittled down to a final three, those bids that made the short list included:

Kledo Construction at $6,929,214.24

Coast Industrial Construction at $7,510,132,32

Bear Creek Contracting at $7,553,859.32

From that list of three, City staff is recommending that the contract be awarded to Kledo Construction, a Fort Nelson based contractor with experience in road construction, oilfield work and Civil Construction.

As part of their financial planning for the project it is indicated that the tender award will fall outside of the approved Budget for the project, with the Operations Department noting that they have worked worked with the Finance Department to reallocate approved funds within the existing Capital Works Budget to virtually eliminate the shortfall.

As well, as they continue to seek cost savings, it has been identified that there may be an opportunity to source gravel near the construction are. It is estimated that the sourcing of the gravel could saved between 600,000 and 800,000 on the project.

Council members will review the report tonight and raise questions or notes of interest as part of the public council session, prior to their vote to award the contract.

The Shawatlans Water line project has been at the top of the city's infrastructure list for a lengthy period of time, with the first steps towards the replacement planning getting underway during the Jack Mussallem years at City Hall.

The process to address the issues gained some momentum last year, while the information campaign related to the project accelerated as well, included in those notes was a video from Mayor Lee Brain who took city residents on a tour of the area to highlight some of the work that is required.

Notes on the Woodworth replacement project are also part of tonight's Budget presentation from Corinne Bomben, the City's Financial Officer, who will outline the financial contribution from the Legacy Incorporated fund towards the project.
