City of Prince Rupert issues call for proposals from Contractors towards Master Service Agreement for Infrastructure work ahead

The City's Engineering Department is getting ready towards moving ahead on some significant infrastructure work in the years ahead and as part of that process, Director of Operations Richard Pucci is looking to put in place a Master Service Agreement for that work.

Through the BC Bid website Mr. Pucci has outlined what the City is looking for from contractors who may have an interest in the major infrastructure program.

The City of Prince Rupert requests proposals from qualified and experienced general contractors for the supply of labour, materials, equipment, tools, safety coverage, safety gear, and/or any such other items required for performing work and related civil/infrastructure services for a variety of capital works including but not limited to underground utilities, mechanical systems, wharves, bridges, docks, airports, treatment facilities, and building construction (including expansion, renovation and new building) of commercial, residential, industrial, institutional and Emergency Services facilities (including a fire hall and a police station). 

A variety of delivery methods, such as design-build, design-build-operate, construction management will be considered on a project-by-project basis. 

All projects contemplated under this RFP will be executed under a general construction and construction services Master Services Agreement ("MSA"), in accordance with the terms and conditions outlined herein. The Master Services Agreement may also include design work.

The City notes that the initial term of this contract will be for three years with an option to renew the MSA for two, additional one year terms based on the same terms and conditions, subject to satisfactory performance of the work of, and successful price negotiations with, the Contractor.

One item that may catch the eye of local residents is the prospect of a New Fire Hall, a topic often mentioned but not one that has been prominent in Council Discussions in recent months, with Council's focus on a new Police detachment and Waterfront plans taking more prominence.

A thirty nine page document is included as part of their BC Bid presentation, covering all of the elements of the Master Service Agreement process.

The deadline for proponents to respond to the City's call for applications is Monday, March 21st at 1PM.

At the February 28th Council Session, Mr. Pucci had presented a Report to Council with a recommendation for a Contract award from a previous RFP for a somewhat similar MSA proposal from 2020, a recommendation approved by Council at the February session with no discussion to the topic.
 
The introduction of a new call for submissions this month, is something which might offer Council opportunity for some clarification for the public, as to how the call for a new MSA,  may differ from the one of 2020.
