Prince Rupert City Council rings in the new year with its first regular council session of 2014 on Monday night.
A new year, with old concerns and new challenges for Mayor Mussallem and the five original council members of the 2011 election, as well as the relatively new face of recently elected Councillor Barry Cunningham. He replaced former Councillor Jennifer Rice in November of 2013 and after his Council debut in December takes to his duties with a full work load for 2014.
Council however will first revisit a fairly familiar theme before they get down to regular business, with a Special, Closed session of Council to kick off the year. Picking up from last year's fairly extensive listings of Closed sessions, which last year totalled some 28 closed door sessions.
Among the topics to be discussed in the closed session, information about an identifiable individual who holds or is being considered for a position as an officer, employee or agent of the municipality or another position appointed by the municipality, may involved labour relations or other employee relations and/or pertain to the acquisition, disposition or expropriation of land or improvements, if the council considers that disclosure could reasonably be expected to harm the interests of the municipality.
The closed session is set for 5 PM on Monday.
Once that session has taken place, Council will reconvene at 7 PM for the first regular public session of 2014 , the full Agenda for which can be viewed here.

Council will begin the session by reviewing any Petitions and Delegations to Council and address any unfinished business.
Reports and Recommendations will then be the featured part of the nightly business.
Council will consider a Report from the Chief Financial Officer regarding the Security Issuing Resolution -- The report will recommend approval of the borrowing of $7,000,000 from the Municipal Finance Authority of British Columbia as part of their 2014 spring issue. Authorizing the borrowing of funds to be lent to the Prince Rupert Airport Authority for the purposes of capital improvements. (page 13 of the Agenda Package)
Requests for Council and any Correspondences for action will be next.
That item of business will be followed by any Resolutions from Closed Meetings.
Council will then consider a number of bylaws on the evening.

The evening wraps up with Reports, Questions and Inquiries from Members of Council.
Council members can use this period of time to bring up issues of note or concern for discussion.
Following the discussion period, the Mayor will deliver his report and the meeting will then come to an adjournment.
Council next meets in session on January 20th.
