City Council Preview: Monday, May 13, 2019




The first public session of Prince Rupert Council for the Month of may will feature a public Hearing related to plans for development for a property on Chamberlin Street, the old Neptune Inn.

Council will then follow up on the findings of the Public Hearing as part of their deliberations in the Regular Council Session on proposed changes to zoning for the site, designed to return it to use as a commercial residence building.

Also as part of the Regular Council session, councillors will hear a number of reports, the first related to the Recreation Department. Council will also receive two reports from the Chief Financial Officer, as well as a variance request for a property on First Avenue West.

A pair of correspondences for Action will be given the attention of Council.

The evening will come to an end with the Inquiries from members of Council portion of the night which may offer the opportunity for Council members to share some comments with residents on any issues of concern or interest from the membership.

PUBLIC HEARING

Council will convene a Public Hearing for a Property location at 1051 Chamberlin Avenue (The Old Neptune Inn building) with the proponents of the re-development of the site proposing a change back to hotel/restaurant use.

Adoption of Agenda and Past minutes -- Mayor Brain will review the agenda for the evening and Council will adopt the minutes of past meetings.

Report from the Director of Recreation and Community Service  -- Mr. David Geronazzo will outline the nature of how the Recreation Department will allocate recreation space, should Council approve their report on policy review for the Department (See page 12 of the Agenda)

Report from the City Planner -- Application for Development Variance Permit -- Council will hear some background for a request for a variance from a property owner at 998 1st Avenues West (See page 18 of the Agenda)

Report from the Chief Financial Officer -- 2018 Audited Financial Statements  --  Ms. Corinne Bomben will outline the background to the 2018 Audited Financial Statements, with the full report to be provided to the city website following the Council session.

Report from the Chief Financial Officer -- March Financial Variance Report -- The City's CFO will also outlined some of the notes from the March Variance Report  (See page  26 of the Agenda)

Correspondences for Action 

Child Find BC -- The organization will be seeking a proclamation request from Prince Rupert City Council in relation to Missing Children's Month (May)  and Missing Children's Day (Saturday, May 25th) (Page 34 of the Agenda)

Prince Rupert Port Authority -- The Port will be seeking a letter of support from the City of Prince Rupert as part of the port's application for funding towards the National Trade Corridor and Infrastructure Enhancements initiative (Page 36 of the Agenda)


Resolutions from Closed Meetings

Council will release information related to appointments to the Prince Rupert Library Board and the Performing Arts Society Board, appointing the following:

Ms. Carolina DeRyk, appointed to the Prince Rupert Library Board for a 2 year term.

Ms. Margaret Cavin, appointed to the Performing Arts Society  Board for a 2 year term

Bylaws

Official Community Plan and Zoning Amendments for a property located at 1051 Chamberlin Avenue (Neptune Inn) -- Having held a public hearing into the matter at the start of the evening, City Council will then vote to decide whether to give Final reading and adopt the zoning amendment bylaws. ( See page 38 of the Agenda)

The evening will come to an end with any Additional Items as well as Reports, Questions and Inquiries from Members of Council.

Council members can also take advantage of the period to offer up any items or concerns that they have for consideration on the night.
