Equipment overhaul ahead for City Hall as City puts Boiler/HVAC work up for bid with Bid BC


Things could be pretty noisy around the offices and corridors of 424 Third Avenue West in the new year, with the City of Prince Rupert putting some renovation work out for a Request for Bids through the BC Bid program.

The call for submissions for the phased replacement of system components for the eighty three year old building was issued on November 9th, with a closing date of November 30th for those looking to take on the job.

In the RFP overview, the City makes note of the age of the City Hall and state of condition for the existing boilers and air handling system that is up for replacement.

Constructed originally in 1938, the Prince Rupert City Hall is a reinforced concrete building that serves as office and record keeping space for the City Administration and City Archives. 

The building is heated primarily through the use of commercial boilers providing hot water to perimeter radiators, as well as an air handling unit providing some forced air heating. 

A forced air HVAC system has been installed more recently servicing a portion of the building. 

The boilers and primary air handling unit are old and in poor condition and require replacement. 

Given the need for substantial changes to these HVAC system components, the City would like to comprehensively review the existing system to determine the most cost- effective approach to heat and cool the building, and to then receive detailed designs and cost estimates to complete those system upgrades.

Four elements make for the scope of the Bid process, all of which are noted should be considered given to a focus on value to the City and project budget. 

The expectations of the latter not noted in the documentations.

Detailed site investigation and review of the existing City Hall HVAC system

 Preparation of preliminary recommendations for phased component replacements and upgrades. Where possible like-for like replacement and upgrade to ensure cost-savings and compatibility with the existing components;

Creation of detailed specifications and designs for system replacements and upgrades; and 

Preparation of a budget estimate for each phase of the system replacements.

The City notes that due to COVID-19 workplace safety requirements, an information meeting will not be held. All available system documentation is included in the appendices to this RFP. 

There is a provision in place for Individual site visits to be facilitated upon request.

The timeline for the project as noted previous will bring a Closing date of November 30th for submissions.

The contract will be awarded on December 7th,with the anticipated completion date for the work set for March 30, 2022.
