Sate of the City: Waterfront District


The vision making portion of the State of the City Presentation  had the Mayor updating residents on a range of proposed developments for the community.

While Mayor Brain made note of the larger financial limitations that the City faces for all of its infrastructure earlier in the evening, something we reviewed as part of our Overview of the mayor's presentation.

The night also featured the vision making of the last few years from the Mayor, wth Mr. Brain updating residents as to the progress for many of those elements for what he calls incubation projects.



The Mayor provided for some enthusiastic notes on the plans for the Waterfront area, providing an update on the progress for that area since his introduction of the plans in 2019.

"Waterfront, another great opportunity. So the Waterfront project which is down at Kwinitsa has raised thirty million dollar. Between, it's a provincial government project with us, with Kitkatla in particular and that's to relocate the Airport Ferry and to build a new ferry terminal for Kitkatla and get them a new ferry for the waterfront"


How that will all look was part of the narrative for Mr. Brain who using a concept map highlighted some of the elements that could one day be seen.

"This would be the new Kitkatla Water-break there and that's where their Ferry would be, you know we're going to be relocating the Airport Ferry down here. We've already got a grant for that that's already underway, the designs are already happening for that. 

We've invested in the CN Building, that's already being gutted, Wheelhouse is going to go in there.

We're looking at clearing out this whole area, increasing  parking, new foliage, this will happen over phases.

Right now, the money that's there, is only for this dock and this dock and a new ferry for Kitkatla,

So this Marina is an idea, it's not confirmed, this is a concept plan. So this is all about possibilities"

The progress of the CN renovation project was also of some note from the presentation, with the Mayor providing a glimpse into the ongoing work, noting that it had originally been scheduled for completion in October, but now will likely be towards 2023.

The Mayor citing supply issues and getting materials as the reason for the delays, but noting how it will be great for the community and one of the projects that will start to incubate the waterfront and fully develop it.

"We need to activate the waterfront. In 2020 we did a bid for the CN Station one bid came back, which was the Wheelhouse, we accepted the bid. This is what the new CN station roughly will look like, it will look better than that, that's is just a rendering.

They're going to be moving in there early 2023, what that's going to feature, up here a new terrace area covered. You'll be able to overlook the water have a beer, stone fire pizza. 

Later we'd like to build a patio at the back covered so you can sit there on the water, that's where the ferry will come when you're coming in from the town now.

In the concept plan you'll see we're even looking at relocating the ferry Check in area down here, where you would check in to Air Canada here, wait have a beer, have some pizza and then get on a ferry and the go straight to the airport from here.

Future plans also include a change in how the Airport Ferry would operate with a combination ferry/road concept to connect the city to the airport at Digby Island.

"Longer term what we're looking to do is what is called the PRACA, the Prince Rupert Area Corridor Analysis, where we actually want to have this ferry go directly across the harbour to Salt Lakes, with a road to Metlakatla, a small bridge at Venn passage to the airport. 

And that is probably the most realistic way we will ever get driving access to the airport. When we did the first did the assessment of that it was ninety million, in today's dollars you're probably looking at like 150 million dollars for that, so I'm not going to hold my breath on that.

This project is part of phase one of that bigger project to get vehicle access to the airport. 

We're going to hold that vision, the next Council  needs to continue pushing that vision and it's a marathon because we've been talking about bridge to the airport forever, but that is probably our best shot.

And we are actually working with Metlakatla on that and we have engaged with them and we've had joint meetings with them, with the province on this project.

So transportation wise, this is the beginning of re-coordinating and activating the waterfront"
