City Council Preview: Monday, May 9, 2022




City Council will take the final step in approving the Five Year Financial Plan and Property Tax provisions and bylaw for 2022 tonight, with Fourth and Final Reading of the two documents charting the financial course ahead for the City.

The Financial work just part of wide ranging Agenda for the night.

An advisory at the top of the Council Agenda Page notes of the return of proceedings to the Council Chambers and offers up guidance for the public on how they can participate with the civic process.

The Regular Council session features a number of reports from the Planning Office, as well as from Chief Financial Officer Corinne Bomben, who has a number of items for review. 

Among those is one that includes a recommendation to use the Alternative Approval Process for the required loan for the City's RCMP detachment. 

Tonight's Council session starts at 7PM and can viewed by way of the Live Feed from the City Website, or on Cable Television from CityWest Cable Channel 10/310.

The session is normally posted to the City's YouTube archive within 24 hours of the session concluding.


Council will also host a Special Council Session

The 5:00 PM meeting is closed to public for the  elements of the Community Charter cited below:

negotiations and related discussions respecting the proposed provision of a municipal service that are at their preliminary stages and that, in the view of the Council, could reasonably be expected to harm the interests of the municipality if they were held in public.

That meeting tonight marks the   Ninth Closed Session hosted this year by Council to date.

REGULAR SESSION OF CITY COUNCIL

Adoption of Agenda and Past minutes -- The Mayor will review the agenda for the evening and Council will adopt the minutes of past meetings.

Reports and Resolutions

Report from Planning Re: Development Activity Report  for April 2022  -- Council will receive a report from the Planning Department outlining the range of development activity for the month of April  (see page  15 of the Agenda package)

Report from the Chief Financial Office   -- Council will receive a report Chief Financial Office Corinne Bomben that recommends approval of a Service Provider Agreement between the City of Prince Rupert and Kaien Island Trails Enhancement and Recreation Society for the purpose of Liability Insurance Coverage through the Municipal Insurance Association  (see page  21 of the Agenda package)

Report from the Chief Financial Officer   -- Council will receive a report from CFO Bomben that will recommend the use of the Alternative Approval Process towards the city's Police Detachment Loan Authorization   (see page 25 of the Agenda package)

Report from Chief Financial Officer   --  Council will receive a report from CFO Bomben related to the delivery of the Audited Financial Statements for 2021  (see page 34  of the Agenda package)

Report from the Corporate Administrator   --  Council will receive a report from Corporate Administrator Rosa Miller, who will outline the details of a request for a Letter of Support for Northern BC Tourism  (see page  76 of the Agenda package)

Bylaws

Report from Director of Operations --  Road Closure Bylaw -- Council will be asked to provide Fourth and Final Reading of the Closure Bylaw and to send the Bylaw to the Ministry of Transportation for approval  (see page 77 of the Agenda package)

Report from Planning -- Zoning Amendment Bylaw 3492 --  Council will be asked to provide First and Second Readings to the City of Prince Rupert Zoning Amendment Bylaw to allow for a permitted use of that of a Distillery for property at 801 Fraser Street, with the process then to Proceed to Public Hearing.   (see page 80 of the Agenda package)

2022 Five year Financial Plan  -- Council will be asked to provide Fourth and Final reading for the City of Prince Rupert 2022 Five year Financial Plan Bylaw No. 3494  (see page 86 of the Agenda package)

2022 Property Tax Bylaw No. 3495    -- Council will be asked to provide Fourth and Final reading for the City of Prince Rupert  Property Tax Bylaw No. 3495, which will include the increase to the tax rate for 2022.  (see page 99 of the Agenda package)

The evening will come to an end with any Additional Items as well as Reports, Questions and Inquiries from Members of Council.

Council members can  take advantage of the period to offer up any items or concerns that they have for consideration on the night.

  1. Has any member of council introduced a bylaw limiting closed meeting sessions?

    May 9th will be our ninth council meeting in 2022, and we have had nine closed sessions.

    So either City Hall has serious labour relations issues that requires these closed meetings, or there is potential litigation that could impact our community.
