City Council Preview: Monday, December 6, 2021

Where did the year go? 

Tonight marks the final Regular Council Session scheduled for 2021, an evening with few agenda items of note other than some house cleaning to ensure all the taxation regimens for 2022 are in place before the holiday break, along with a preview of proposed new tax exemption program towards property development.

The City continues to make note of their COVID related measures, with the explanation towards the process outlined on the City of Prince Rupert website.

In accordance with current Provincial Orders, scheduled Regular Council Meetings have moved to a remote format for public access – available on Citywest Cable Channel 10/310, and live streaming at www.princerupert.ca/live. 

Videos of the City’s Council meetings are also posted to YouTube in the days following the meeting. In the interests of public health and safety, at this time no one will be permitted into City Hall to view in the gallery, in order to ensure we can maintain physical distancing requirements. 

Staff and Council attendance is also limited, with most calling in via conference. Thank you for your understanding.

As for the agenda, Final reading and approval for the Solid Waste Management Bylaw is on tap for the night.

As is the First Second and Third Readings for The Recreation Fees and Charges Bylaw and Cemetery, Fees and Charges Amendment Bylaw.

Council will also hear a report on the plan for a Revitalization Tax Exemption to be used for the development of property in support logistical use related to port development.

Council also has a letter of support for Ecole Roosevelt Park School to consider on the evening.

Council will also host a Special Council Session, one which certainly has a few items to be discussed behind the closed doors to tweak the interest of the public.  

The meeting closed to public for the three elements of the Community Charter cited below:

 

Personal information about an identifiable individual who holds or is being considered for a positon as an officer, employee or agent of the municipality or another position appointed by the municipality

The acquisition, disposition or expropriation of land or improvements, if the council considers that disclosure could reasonably be expected to harm the interests of the municipality. 

Litigation or potential litigation affecting the municipality.

That meeting tonight marks the twenty third such closed discussion session hosted this year by Council

Adoption of Agenda and Past minutes -- The Mayor will review the agenda for the evening and Council will adopt the minutes of past meetings.

Report from the Corporate Administrator -- Re: Letter of Support for Ecole Roosevelt Park Community School -- Ms. Rosa Miller will outline the scope of a letter of support request from Ecole Roosevelt Park School related to their plans for a new playground (see page  8 of the Agenda package)

Report from Director of Operations -- Solid Waste Management Bylaw -- Fourth and final reading for the range of fees and charges related to Garbage, Recycling and other waste. (see page 11 of the Agenda package)

Report from Corporate Administrator -- Recreation Fees and Shares -- First, Second and Third Readings for the Fees and Charges Bylaw (see page  42 of the Agenda package)

Report from Chief Financial Officer -- Revitalization Tax Exemption Program -- The CFO's report will outline plans for tax exemptions for development of property for logistical purposes  (see page  61 of the Agenda package)

Report from Chief Financial Officer -- Cemetery Fees and Charges Amendment Bylaw - First, Second and Third Readings for the Fees and Charges Bylaw (see page 74  of the Agenda package)

The evening will come to an end with any Additional Items as well as Reports, Questions and Inquiries from Members of Council.

Council members can  take advantage of the period to offer up any items or concerns that they have for consideration on the night.
