A few late additions to the City of Prince Rupert notifications page on their website last week outlines the reasons why Prince Rupert City Council will be meeting in a Special Council Session later this evening.
The Agenda for the Special session is fairly light with a Report from the Chief Financial Officer related to the Permissive Tax Exemption Policy the first of two items to be addressed.
The other item of note from the Agenda is a proposed amendment to the 2019 Financial Plan which will address expenses not anticipated when the initial Financial Plan was adopted in April.
The City notes that the proposed changes will not result in any change to City servicing levels or approved operating budgets, instead drawing funds from accruals and unappropriated surplus.
Two items appear on the list of amendments, one dealing with the removal of the above ground tank at Moresby Park, the other to amend the financial plan for work on the Woodworth Dam.
From a report to City Council from CFO Bomben, the amendments are explained as follows:
Operating Fund
The first amendment affects capital purchases. Rather than utilizing $50,000 from the funds accrued in 2011, the expected cost of removal will utilize all $725,000 set aside.
Additionally, staff request adding a $100,000 contingency which is proposed to be funded out of unrestricted surplus. Given adequate funds were set aside, and the contingency is proposed to be funded through surplus, there is no impact to taxpayers for this proposed amendment.
Water Fund
The second item affects capital works in the Water Fund. Rather than proposing to spend $ 19 Million in 2019 on the Water Dam project, $2 Million is expected to be spent with the remainder moved to 2020. There is no impact to ratepayers for this proposed amendment and is simply a recognition of the transaction as it is now expected to transpire.
The discussion on the amendment proposals is scheduled to take place at 6PM.
The advisory of notice for the two amendments was posted just ahead of the Labour Day weekend, dated August 29th; with a deadline for comments from the public to be submitted to the City's Chief Financial Officer Corinne Bomben no later than by 4:30 this afternoon.
Council will also meet in a Closed Session at 5PM , as part of their get together today, that session which will not be available for public review is to deal with a pair of items as listed in the Community Charter.
90.1 (e) the acquisition, disposition or expropriation of land or improvements, if the council considers that disclosure could reasonably be expected to harm the interests of the municipality;
and (g) litigation or potential litigation affecting the municipality.
